THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR A REQUEST FOR QUOTATIONS. PRE-SOLICITATION NOTICE IS POSTED IN THE GOVERNMENTWIDE POINT OF ENTRY IN ACCORDANCE WITH FAR 12.201-1(c)(2) [Deviation April 2026].

The Federal Bureau of Prisons (FBOP) announces a proposed contract action for the award of a firm-fixed-price commercial supply/service & construction contract for procurement of installation of a carbon monoxide detection system for the Federal Correctional Institution Safford located in Safford, AZ. FCI Safford is a federal correctional facility located at 1529 W. US HWY 366, Safford, AZ 85546.

This acquisition will be conducted using FAR Part 12 [Deviation April 2026], Acquisition of Commercial Products and Commercial Services, in conjunction with the simplified procedures at FAR 12.201‑1 [Deviation April 2026]. In accordance with FAR 12.201‑1(c)(2) [Deviation April 2026], quotations will be solicited directly from at least three sources. This pre‑solicitation notice is posted in the Governmentwide Point of Entry (GPE) to promote competition to the maximum extent practicable.

The requirement consists of all labor, materials, equipment, tools, supervision, and warranties necessary to install the carbon monoxide detection system. The contractor and any subcontractors must be reputable, holding valid and current contracting licenses. If required, personnel must provide certifications or documented proof of experience, demonstrating competency in executing the project. Proof must be provided to the Contracting Officer (CO) or COR upon request. All work and materials must comply with applicable local, state, and federal codes, including the latest editions of the International Building Code, NFPA, Life Safety Code, OSHA, American Correctional Association Standards, and other relevant regulations. This project involves the design, supply, installation, integration, testing, and commissioning of a Carbon Monoxide (CO) detection system that will be fully interfaced with the existing fire detection and alarm system (FDAS) in accordance with applicable codes and standards. The contractor is required to design and install carbon monoxide (CO) detectors in compliance with the latest National Fire Protection Association (NFPA) that will be compatible with our current Fire Alarm system, the Edwards EST3 system installed in 2022. All items must meet or exceed the specifications that will be provided in the forthcoming Request for Quotations (RFQ). Delivery of supplies and installation will be at FCI Safford 1529 W. US HWY 366, Safford, AZ 85546.

The anticipated award date for this requirement is August 18, 2026.

This synopsis is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of this project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of the contract with subcontractors.
