Solicitation for Turbine and Transformer Oil Testing Services at Hoover Dam

• The Bureau of Reclamation, Lower Colorado Dams Facilities Office (Hoover Dam Central Warehouse), is seeking small business providers for turbine generator and transformer oil testing and reporting services at Hoover Dam.
• The procurement is for a five-year Blanket Purchase Agreement (BPA) covering routine and nonroutine oil analysis in accordance with ASTM and ISO standards.
• Estimated annual quantities include up to 75 turbine oil tests (both standard and advanced slates), 30 transformer oil tests, and up to 20 rush tests per year.
• Testing services required:
  • Turbine Oil Test Slate A: Standard tests (color, water content, viscosity, acid number, particle count, elemental analysis)
  • Turbine Oil Test Slate B: All Slate A tests plus varnish potential, membrane patch colorimetry, oxidation stability, and rust preventative characteristics
  • Transformer Oil Standard Test: Oil screen, dissolved gas analysis, moisture, interfacial tension, acid neutralization, color, visual, dielectric, specific gravity, sediment, power factor, PCBs, oxidation inhibitor
  • Optional transformer oil tests: Metals, furan analysis, corrosive sulfur
  • Rush testing options for both turbine oil test slates (results within two business days)
• Sample bottles (4 oz and 32 oz, ISO super clean) are also included in the procurement.
• No specific OEMs or vendors are named; the opportunity is open to qualified small business testing laboratories.
• All testing must comply with referenced ASTM and EPA standards.

Combined Synopsis/SolicitationSolicitation No. 140R3026Q0094 - Turbine and Transformer Oil Testing for Hoover Dam - BPA(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12 (12.202(b)(1)). This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.Solicitation number 140R3026Q0094 is issued as a request for quotation (RFQ) for Turbine Generator and Transformer Oil Testing and Reporting for Hoover Dam. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The applicable NAICS is 541380-Testing Laboratories and Services, and the small business size standard is $19.0 million. Note that the amounts are estimated maximums.(iii) Description of requirements for the services requested under this solicitation can be found in Attachment 1 - Statement of Work.(iv) The Government intends to award a single Blanket Purchase Agreement (BPA) with a 5-year performance period. The estimated period of performance under the BPA is October 1, 2026 through September 30, 2031.
