Description of the product or service and delivery schedule:

The requirement is for the procurement of commercial off-the-shelf (COTS), NDAA-compliant 7-inch First Person View (FPV) quadcopter drones, unassembled drone kits, and FPV pilot kits (including goggles and controllers).

List of items to meet the mission:

100 EA - 7-inch First Person View (FPV) Quadcopters Drones

16 EA - 7-inch FPV Quadcopter Unassembled Drone Kits

17 EA - FPV Pilot Kits

1 EA - 3 Day User Training

- Min weight 1lb - Max weight 2lb

- Solder Free Components

- Payload Capacity: Min - 5lb | Max 6lb

- FY24 NDAA Compliance on all active components

- Speed: Min 100mph | Max 120mph

To meet mission parameters, the systems must possess the following salient characteristics and critical performance requirements:

Physical/Operational: Must be a 7-inch quadcopter form factor equipped with an FPV camera.   Maintenance: Must feature a 100% solder-free design for assembly and component replacement to allow for rapid field maintenance.   Architecture: Must feature an open architecture with absolutely no proprietary software or hardware restrictions.   Compliance (Critical Risk Factor): The commercial drone market is heavily saturated with restricted foreign-manufactured electronics. To mitigate this risk, the entire system—specifically the Flight Controller, Long Range System (LRS), Video Transmitter (VTX), Camera, and Pilot Goggles—must be strictly compliant with National Defense Authorization Act (NDAA) Section 848/889 supply chain restrictions.
