The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), through Mission Support and Test Services, LLC (MSTS), is seeking a turnkey modular building solution for the Big Explosives Experimental Facility (BEEF) at the Nevada National Security Sites (NNSS). - Government Buyer: - U.S. Department of Energy (DOE) - National Nuclear Security Administration (NNSA) - Mission Support and Test Services, LLC (MSTS) - Requested Solution: - Turnkey, permanent modular building using volumetric modular construction - Approximately 5,000 square feet of usable floor area - Supports up to 200 occupants - Factory-manufactured three-dimensional modules with maximum off-site fabrication and factory integration of building systems - ADA-compliant restrooms, HVAC split systems, and complete electrical package - Engineered Nevada state-stamped structural and MEP (mechanical, electrical, plumbing) drawings - Customization options for year-round occupancy and business, training, and collaboration activities - Delivery Requirements: - Two delivery options: immediate delivery or delayed delivery with storage until acceptance - Turnkey delivery, installation, and commissioning - Estimated Contract Value: - $1 million to $2 million - No specific OEMs or vendors are named in the solicitation - Notable Requirements: - Emphasis on maximizing off-site fabrication to minimize field construction - Facility must be suitable for business occupancy, training, collaboration, and assembly meetings - Compliance with ADA and Nevada state engineering standards

Description

MSTS is issuing this Request for Information (RFI) and Expression of Interest (EOI) to conduct market research as well as determine companies who would be interested in participating in a solicitation for the following effort:

MSTS requires the services of an experienced Offeror to provide a complete, permanent modular building solution utilizing volumetric modular construction methods.  The facility shall support business occupancy functions, training activities, collaboration, and stand-up assembly meetings. 

MSTS intends to procure a factory-manufactured building solution that maximizes off-site fabrication and factory integration of building systems while minimizing field construction activities.  The facility shall provide ~5,000 square feet (SF) of usable floor area and support an occupant load of up to 200 persons.

The objective of this RFI is to gauge industry interest, assess market capabilities, and solicit feedback on our proposed contracting structure to maximize competition, obtain high-quality services, and manage risk effectively.
