The USDA Agricultural Research Service (ARS) is seeking small business contractors to replace and upgrade evaporative cooling systems in greenhouses B400 and B401 at the Cereal Disease Laboratory in St. Paul, MN. - Government Buyer: - USDA Agricultural Research Service (ARS), Acquisition and Property Division, Midwest Area Administrative Office, Cereal Disease Laboratory - OEMs and Vendors: - Phoenix Manufacturing (primary OEM for evaporative cooling units) - Backflow preventer OEMs: Apollo, Watts, Zurn Wilkins - Products/Services Requested: - Approximately 20 Phoenix Manufacturing IS500/WS144/ISVSPC20-163 evaporative cooling units (10 per greenhouse) - Backflow preventers (Apollo RPLF4A, Watts LF919, Zurn Wilkins 975XL2) - Demolition and removal of existing cooling systems - Installation of new cooling units, controls, ductwork, plumbing, electrical, and structural modifications - Commissioning, testing, adjusting, and balancing of HVAC and plumbing systems - Training for USDA personnel (including video-recorded sessions) - Warranty, closeout documentation, and project management - Unique/Notable Requirements: - Mandatory site visit for bidders - Compliance with federal, state, and local codes and standards - Coordination to minimize disruption to greenhouse operations; noisy work outside occupied hours - One-year warranty period post-acceptance - Detailed submittals, safety and health plans, and photographic documentation required - Project managed by Bailey Edward Design, Inc. and IMEG Consultants for design/engineering - Option to replace systems in B400 may be exercised until a specified future date - All work impacting greenhouse operations must occur within a defined summer window

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0989 is issued as a Request for Quotation (RFQ) for Replacing the Evaporative Cooling Systems for Greenhouses in St. Paul, MN.   

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238220 Plumbing, Heating, and Air Conditioning Contractors.  The small business size standard is $19M.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

A mandatory site visit is required to be technically acceptable.  Information is provided within the solicitation for location, date, and time.
