Request for Solutions: Flankspeed Agile Support & Task Repository (FASTR) prototype project

Purpose: In support of the Navy's Acquisition Transformation goals, there is a critical need to reimagine Integrated Product Support (IPS) product development by eliminating the fragmented, labor-intensive workflows that currently throttle mission execution.

Background and Summary: 

Today, IPS management relies on manual Integrated Master Schedule (IMS) development, decentralized spreadsheets, and disparate task-tracking systems. This disjointed architecture creates significant data latency, delaying the early identification of schedule risks, skewing accurate cost accounting, and forcing the workforce to exhaust an unsustainable volume of man-hours on administrative reporting rather than proactive, mission-critical execution.

To resolve these systemic inefficiencies, we propose the Flankspeed Agile Support & Task Repository (FASTR) initiative, a request for proposals of innovative prototypes, designed to serve as a singular, integrated digital work hub. Operating entirely within the Navy’s existing, secure Flankspeed infrastructure, FASTR will natively unify complex IPS tasking, schedules, and budgets. The solution leverages dynamic, Kanban-based workflows to manage execution seamlessly, directly linking Work Breakdown Structure (WBS) financial data with daily task progression. By automating the IMS and embedding quality control directly into the process flow, FASTR will eliminate the need for redundant meetings and manual data entry, providing a frictionless experience for the workforce.

Implementation of a FASTR tool will deliver a paradigm shift in operational visibility and resource optimization without additional licensing cost. High-level leadership and Subject Matter Experts will gain access to centralized, real-time dashboards that track workforce productivity, task volume, and quality metrics. Furthermore, by utilizing predictive analytics to analyze historical performance against upcoming backlogs, FASTR will automatically generate recommended budgets and defensible resource requests. Ultimately, this unified environment will standardize workflows, drastically improve the employee work experience, and accelerate the delivery of high-quality IPS products.
