Industry Engagement for TRICARE Dental Program 7 (TDP-7) Acquisition Strategy and Service Requirements

The Defense Health Agency (DHA) is engaging industry to inform the acquisition strategy for the Seventh Generation TRICARE Dental Program (TDP-7). - DHA plans to contract with 2-4 dental insurance carriers for worldwide dental coverage for eligible Uniformed Service members and their families. - A Third-Party Administrator (TPA) will be required to manage administrative functions such as eligibility, enrollment, premium payments, reconciliation, qualifying life event submissions, and address changes. - Key service requirements include: - Enrollment processing and management for single and family plans, including survivor benefits and lock-in/lock-out periods - Premium payment management via multiple channels (finance centers, EFT, direct billing, credit/debit cards) - Provider network management, including deployment of mobile dental units in underserved and disaster areas - Claims processing for dental care, including coordination of benefits and non-network provider claims - Comprehensive customer service and communication with multilingual support - Beneficiary and provider education through materials, newsletters, and a dedicated website - Disaster response support to ensure continuity of care - No specific OEMs, vendors, products, part numbers, or purchase quantities are listed; the notice is informational and requests industry input via RFI response forms. - The opportunity is focused on commercial best practices for dental insurance and administrative services.

Description

The Seventh Generation TRICARE Dental Program (TDP-7)

1. Description

The Defense Health Agency (DHA) is hosting virtual one-on-one meetings to gather information from industry through an open exchange of information to be used by the DHA in support of continuous market research in the development of the TDP-7 acquisition strategy and requirements. The DHA desires to identify, to the maximum extent possible, commercial best practices in delivering the TRICARE dental benefit.

Dates: August 18 – 20, 2026 Time: 8:00 AM to 1:00 PM MDT, daily (each session will be 1 hour in length) Where: This event will be held virtually via Microsoft Teams

The DHA intends to hold 1-hour, one-on-one sessions with each interested prime contractor during this time. Interested prime contractors are to respond via the link provided in the “Links” section of this SAM.gov announcement.

2. TDP-7 Contract Overview

The DHA expects to contract with two to four dental insurance carriers to deliver the TDP-7 requirements. The purpose of TDP-7 is to provide worldwide dental coverage to all eligible family members of Uniformed Service active-duty personnel, members of the Selected Reserve, the Individual Ready Reserve, the National Guard, and their eligible family members.

The National Defense Authorization Act for FY23 (NDAA 2023) mandates that DHA contract with a Third-Party Administrator (TPA) to manage the administrative features of the premium sharing plans in TDP-7 including eligibility, enrollment, plan changes, premium payment processes, reconciliation, submission of qualifying life events, and address changes for eligible TRICARE beneficiaries.

3. One-on-One Session Objectives & Preparation

To maximize productivity of the one-on-one sessions, the DHA has provided reference materials and request for information (RFI) questions in the "Attachments" section below:

TDP-7 High-Level Objectives: Outlines the anticipated goals of the upcoming contract. TDP-6 Program Operations: This document is provided to give insight into current program requirements (subject to change under TDP-7). TDP-7 1-on-1s RFI Response Matrix (Excel): Contains specific questions from the Government for prime contractors to answer and submit prior to the scheduled sessions.

The one-on-one sessions will be used to discuss company capabilities, expected program requirements, and the contractor's specific responses to these RFI questions.

4. Responses
