Synopsis/Solicitation Overview This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.603, as supplemented by the current Federal Acquisition Circular (FAC 2026 01) and the Department of Veterans Affairs Acquisition Regulation (VAAR). This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This acquisition is 100% set aside for verified SDVOSBs in accordance with VAAR 852.219-73. Offerors must be listed as Verified in the SBA Veteran Small Business Certification (VetCert) database both at the time of quote submission and at the time of award. The associated North American Industrial Classification System (NAICS) code for this procurement is 238290, with a small business size standard of $22.0 million. The PSC is Z1DZ. The Department of Veteran Affairs (VA) Central Western Massachusetts Medical Center located at 421 North Main St. in Leeds, MA 01053 is seeking to purchase services for the replacement of Building 5 Automatic Doors and Building 60 Entry Doors as outlined in the Performance Work Statement: Performance Work Statement 1. Overview General The Contractor shall provide professional services including all labor, transportation, materials, apparatus, tools, equipment, and permits necessary in accordance with this design scope of work. All work must meet VHA, OSHA, EPA, and Mass DEP standards. Project Specific Scope of Work - Building 5 Automatic Doors and Building 60 Entry Doors Work involves procuring and replacing all components such as doors, locksets, door closers, door sensors, etc. (6 doors), (5 door closers), (2 door sensors) for entry. The period of performance is 90 calendar days. General Scope Items Meet with VA Facilities staff, review existing drawings and estimates, and perform fieldwork to determine required materials and equipment. Schedule all field work at least 72 hours in advance with VA Facilities Management. Leave the site clean of all construction debris and hazardous materials. Coordinate with VA CWM GEMS coordinator Rob Michalik at 413-584-4040 22330. Design and install to meet the latest edition of NEC and NFPA standards. Submit product data and shop drawings for all materials prior to installation; all submittals must be approved by the COR. Supply all tools, parts, labor, travel, and equipment for removal, disposal of old equipment, and installation of new equipment. Implement all proper LOTO devices and procedures. Maintain a clean and neat work area. Repair any damage to ceiling tiles, walls, or flooring. Perform all work in accordance with Massachusetts DEP, DLS regulations, and OSHA codes. Specific Scope Items: Building 5 (1-8); Building 60 (9-19) Disconnect power to door closers and sensors, and apply LOTO. Remove and dispose of door closers, sensors, lock sets, hinges, and double doors. Install new roll-up door fitting within space. Install open/close buttons, connected to the door, on interior/exterior sides. Install key switch with IC core capability to turn the system on/off. Remove and dispose of 4 doors, door closers, and frames. Install new arch with glass and new frame, including a new front door with aluminum frame and glass, fixed sidelight, and door closers. Install handicap buttons for the front door, glass panel doors on west and east sides, with door closers and handicap buttons. Test all systems and provide a report of proper functionality to the COR, with testing coordinated at least 72 hours in advance. Site Access and Management Requirements Contractor responsible for management, labor, equipment, materials, mailing costs, and inspections. Contractor badge must be obtained and visibly worn at all times. Parking is restricted to lower lots (N and P); one vehicle behind Building 12 L lot in an employee spot. All contractor employees and subcontractors must adhere to these requirements. Work Location and Restrictions The work site is at the Edward P. Boland Campus - VA Central Western Massachusetts Healthcare System, limited to Building 5 Pine Building and Building 60 Chapel. Work interfering with hospital functions must be scheduled outside normal hours as directed by the COR. Project Safety Contractor shall comply with VA Construction Safety Guidebook and OSHA requirements. Exterior work areas shall be fenced; interior work areas must maintain ICRA barriers. Priority for door replacement in Building 60: 1) East Door, 2) West Door, 3) Front Door. FAR Clause 52.236-13(f) is invoked, requiring a safety plan and coordination with the Contracting Officer. Penetrations of Fire and Smoke Barriers All penetrations must be approved by FMS via the COR, with permits secured prior to work and sealed after completion to meet fire and smoke barrier requirements. Interim Life Safety Protection Measures Ensure unobstructed egress, maintain escape facilities, and access for emergency services. Do not impair fire safety systems without prior approval; provide fire watch if needed. Develop procedures for fire or emergency response and minimize hazards during construction.
