Description

The purpose of this memorandum is to inform all interested vendors and contractors  registered in the System for Award Management (SAM) that, in accordance  with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1(c)(2)(ii), the  763d Enterprise Sourcing Squadron (763 ESS) intends to pursue a sole-source award for  the AMC SG SOAR Public Health Emergency Exercise and Training requirement.

Air Mobility Command Surgeon General (AMC SG) has a need for SOAR Public Health  Emergency Exercise and Training. The two-day training and exercise event is designed to  assess Air Force medical Groups (MDG) and train MDG personnel on HMS program  capabilities with a two-day focus on the ability to respond to a biological attack or a  naturally occurring outbreak resulting in a public health emergency. All training and  exercise events are designed to operationalize the use of the Air Force’s Response  Training and Assessment Program (RTAP) material and to reinforce the use of RTAP  tools with disaster team chiefs. Training and exercise events are based on public health  emergency requirements and expected capabilities in the Department of Defense (DOD)  and USAF guidelines to include Defense Health Agency (DHA). The required training  will take place from 29 July 2026 – 17 August 2026.
