Description
This is a Presolicitation Notice. The Vermont Army National Guard (VTARNG) hereby announces its intent to issue a formal solicitation for Full Food Service to support the Regional Training Institute (RTI) located at Camp Johnson, Colchester, Vermont (a Federal Installation).The Government intends to publish a solicitation in the near future. This notice does not constitute a Request for Quotation (RFQ) or Request for Proposal (RFP), and no proposals or quotes are being requested at this time. Scope of Requirement. The Government anticipates soliciting and awarding this requirement as a single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract. Individual task orders issued under the contract will be awarded on a Firm-Fixed-Price (FFP) basis per meal. Service Metrics and Performance Parameters. The contractor will be required to manage and scale food service operations to meet the following training schedule: Frequency: Eight (8) classes per fiscal year. Student Load: Sixty-four (64) students per class. Class Duration: Twenty-nine (29) consecutive days per class. Meal Requirements: Provision of daily Breakfast meals and daily Lunch/Dinner meals (prepared and/or served on-site as defined in the forthcoming Performance Work Statement).Total Annual Volume Estimate: Approximately 14,848 breakfast meals and 29,696 lunch/dinner meals annually. Procurement Method: Request for Quotation (RFQ) issued under FAR Part 12 (Commercial Products) and Part 13 (Simplified Acquisition Procedures).Basis of Award: Best Value Decision based on Technical Capability, Past Performance, and Price. Submission Platform: Proposals/quotes must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module or as otherwise directed in the solicitation.
