Solicitation for Handheld XRF Analyzers and Optional On-site Training

The Consumer Product Safety Commission (CPSC) is soliciting quotations for handheld X-ray Fluorescence (XRF) analyzers and optional on-site training services to support compliance testing of consumer products. - Government Buyer: - Consumer Product Safety Commission (CPSC) - Products Requested: - Two (2) handheld XRF analyzers - Must be portable, new models - Capable of measuring lead, cadmium, arsenic, antimony, selenium, barium, chromium, mercury, bromine, and chlorine in various materials (metals, plastics, glass, paint) - Must meet ASTM F2617 standard - Required features: 50 kV X-ray tube, Silicon Drift Detector, built-in camera, 3mm small spot size, two Li-ion batteries with charger, clip-on backscatter shield, preprogrammed software for multiple matrices, touch screen display, PC connection cable, calibration check standards, password protection, and carrying case - Includes minimum two-year warranty, technical documentation, and local service support - Services Requested: - Up to sixteen (16) optional on-site training sessions at various U.S. locations - Training covers operation, maintenance, application, and safety - Notable Requirements: - Live demonstration of the analyzer may be required - Delivery to Rockville, MD - Optional additional quantities may be procured in the following fiscal year - Vendors must be registered in SAM and comply with relevant FAR clauses - All technical specifications and requirements are detailed in the attachments - No specific OEMs or vendors are named; any capable vendor may respond

Description

This is a requirement for handheld XRF analyzers with the requirements and specifications outlined in Attachment 1 – Statement of Requirements XRF Analyzer and Attachment 2 Technical Evaluation. This is a combined synopsis/solicitation for commercial items prepared in accordance with far overhaul Subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ).  The following Commercial Line Items apply: (CLIN) 0001: Quantity - Two (2) Handheld XRF Analyzers.  (CLIN) 0002: Optional Service Item – Up to Sixteen (16) on-site training sessions at various locations throughout the United States. (CLIN) 0003: Optional CLIN for additional quantities in FY27.

Delivery Date: 30 to 60 days after award of order Delivery: FOB Destination Delivery Location: 5 Research Place, Rockville, MD. The following provisions are applicable to this acquisition. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. See Attachment 2 XRF Technical Evaluation . Basis for Award: lowest price technically acceptable responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, ability to meet the needs of the Government, price, and delivery considered. Any Vendor with a XRF handheld analyzer that can satisfy all of the requirements in Attachment 1 and Attachment 2 must send an email notification to Greg Grayson: ggrayson@cpsc.gov to schedule a live demonstration in accordance with Attachment 2. Live Demonstrations to occur during the week of 17 – 28 July 2026 at 5 Research Place, Rockville, MD. Invoicing and Payment - www.ipp.gov – 30 day prompt pay after inspection, acceptance, and a properly submitted invoice. The government reserves the right to award without discussion. To be eligible for this award the offeror must have an active SAM registration.  The offeror’s SAM registration must include 52.212-3 Offeror Representations and Certifications -- Commercial Items. Quotes must include the following: company name, company address, point of contact, point of contact email address, phone, and SAM UEI number.
