Military Sealift Command (MSC) Norfolk is soliciting a dry cargo voyage charter for February 2026, requiring: - One U.S. Flag, Jones Act compliant tug and ABS certified, self-sustaining barge - Minimum capacity: 75 TEUs (20-foot ISO shipping containers) - Vessel size: LOA not to exceed 700 ft; laden draft not to exceed 31.5 ft - Capable of transporting hazardous materials (Hazard Classes 1.1-1.4S) - Required onboard equipment: - Container handling forklift (ANSI B56.1-1969 compliant) - Certified 20-foot spreader bar - Lashing gear: ISO deck socket fittings, semi-automatic twist locks, stackers, rods, turnbuckles - Service includes: - Transportation from Military Ocean Terminal Concord, CA to Valdez, AK, and return - Vessel inspection/acceptance rights - INMARSAT-C with GPS for in-transit visibility; position reports every 6 hours - Potential embarkation of up to 12 armed force protection personnel - HAZMAT/IMDG Class 1 capability provisions - Spain–Gibraltar next-port-call prohibition - Solicitation is a Total Small Business Set-Aside under NAICS 483111 - Pricing structure includes Freight Rate, Demurrage, and Detention (CLINs TBD at award)
