Description

This RFQ is being issued on SAM.gov as a small business set aside. The Air Force Sustainment Center (ASFC/PZIOB) at Tinker Air Force Base Oklahoma intends to award to a small business.

This is a commercial supply requirement for the procurement and delivery of 20 primary window shades (full replacement including custom cut cords with bracket, black tassels & cord lock pulleys) and 20 secondary window shades (full replacement including custom cut cords with bracket, white tassels & cord lock pulleys) for Tinker AFB 72 OSS.

Requiremnts: 20 primary window shades (full replacement including custom cut cords with bracket, black tassels & cord lock pulleys)  20 secondary window shades (full replacement including custom cut cords with bracket, white tassels & cord lock pulleys)         - must be 70" by 100"         - must meet FAA and Air Force design specifications         - Installation and service requirements IAW SOW

PERFORMANCE REQUIREMENTS A. Shade material shall be manufactured from a polyester type polymer in accordance with Federal Specification L-F-377b for type weatherable DuPont Mylar clear sheet film or other manufacturer approved by the COTR. Fire resistant rated "self-extinguishing to very slow burning" U.S. Testing Company, fire test 302; melting point 500 deg. F, combustion 977 deg. F. no toxic hazard. B. Transparent Plastic Shade Film Construction: Shade product shall consist of a 5 mil, 3-ply laminated polyester film. Two sheets of polyester vat dyed gray, hard coat SIR applied to one side. The final film construction shall be 5 gauge thick, optically clear and totally transparent. Surface tinting or color adhesives will not be acceptable. C. Visible Light Transmission: Shade shall transmit no more than 4 percent of the visible solar energy (from 380 to 780 nanometers) when measured by Association of Industrial Metalizers, Coaters, and Laminators (AIMCAL) Standard Methods. D. Ultra-Violet Transmission: Shade shall transmit no more than 2 percent of the ultra-violet solar energy (from 800 to 780 nanometers) when measured by AIMCAL Standard Methods. E. Total Solar Energy Rejected: Shade will reject 60.5 percent of the total solar energy transmitted (from 360 to 2 100 nanometers) when measured by AIMCAL Standard Methods.     1. Solar Absorption s: 61 percent.     2. Shading Coefficient: 0.45.     3. Solar Heat Gain Coefficient: 0.40.

Per Air Force Air Traffic Control Tower & Radar Approach Control Facility Design Guide, Section 12.1.11: Control Cab Transparent Window Shades 1.2.1.11.1 Shades shall be at least .125 mm thick. Color shall be smoke gray and body dyed. Shades shall be provided with rollers with constant tension to prevent shade contact with windows.

1.2.1.11.2 Shades shall follow the slope of windows and shall match size and shape of cab windows when in fully drawn position. Where towers are designed with “diamond cut” sloped back glass, separate shades shall be installed for the upper windows. Provide shade pockets for storing the shades when not in use. Specifications can be provided by Plastic View (see below).

1.2.1.11.3 Shades shall be “See-Thru Window Shades” as manufactured by Plastic View Inc., 4585 Runway Street, Suite B, Simi, CA 93063, Phone (800) 468-6301, or an approved equal.

1.2.1.11.4 Electric rollers are not encouraged because manual cords allow for faster up and down action and access for light gun operation.

1.2.1.11.5 Use of “mini-blinds,” opaque, semi-opaque material, or “mesh type fabric” in the tower cab is prohibited.

Additional requirements listed in Attached SOW Delivery/Services Required: The contractor shall be responsible for all freight and shipping costs to provide FOB Destination inside delivery to Tinker AFB, Oklahoma 73145. Delivery is required within 45 days After Receipt of Order (ARO).

ELIGIBILITY

The applicable NAICS Code for this requirement is 337920 - Blind and Shade Manufacturing, with a Small Business Size standard of 1,000 employees. The Product/Service Code (PSC) for this effort is 7230 - DRAPERIES, AWNINGS, AND SHADES as a Product/Commodity. This NAICS is the only applicable NAICS for this effort. To be considered for award, Contractor must have this NAICS on their profile. If it is not on Contractor profile, request it to be added.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications and ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
