Procurement of Research-Grade FTIR Microscope with Installation, Training, and Multi-Year Maintenance

The Bureau of Engraving and Printing (BEP), part of the Department of the Treasury, is seeking to procure a high-performance Fourier Transform Infrared (FTIR) Microscope for its Research Analysis Division/Office of Technology Development at the District Currency Facility. - Government Buyer: - Department of the Treasury - Bureau of Engraving and Printing (BEP) - Research Analysis Division/Office of Technology Development, District Currency Facility - Products and Services Requested: - One research-grade FTIR Microscope with advanced features: - High-resolution imaging (≥5 MP camera) - Multiple objectives (including ATR diamond tip preferred) - Reflectance, transmission, and ATR measurement methods - White light and infrared illumination - Liquid nitrogen cooled detector - Spectral resolution of at least 2 cm-1 - Automated XYZ stage, adjustable spot size - Software for mapping, processing, and database management - Computer (Windows 11 Pro, Intel Core Ultra 7, 64GB RAM, 1TB HDD, 8GB VRAM, network card) - 24-inch monitor, wired keyboard, mouse, SmartCard reader - NIST certified calibration standards and dust cover - Must fit on a 72" x 29" bench, weigh <500 lbs - Shipping and handling - Installation and startup assistance - Training for at least five BEP personnel (operation, calibration, validation, user-level maintenance, digital video tutorials) - 12-month manufacturer warranty (base period) - Four one-year option periods for: - Preventative maintenance and calibration (OEM-certified repairs, software updates) - Extended warranty - Unique/Notable Requirements: - Equipment must meet all current U.S. commercial codes and industrial standards for analytical laboratory equipment - Delivery and installation within 90 days of award; training within 120 days - 100% Small Business Set Aside - All maintenance and calibration must be OEM-certified - NIST traceable calibration standards required - No specific OEMs or part numbers are named, but leading FTIR microscope manufacturers are likely to compete.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.

The Bureau of Engraving and Printing (BEP), Research Analysis Division/Office of Technology Development (OTD), District Currency Facility (DCF) is a component of the Department of the Treasury and has a requirement for a Fourier Transform Infrared (FTIR) Microscope to collect microscopic images and localized FTIR spectra. This device is critical and essential to BEPs mission.

The Contractor shall provide BEP DCF with equipment, installation, and training that meets or exceeds the technical requirements stated in this Statement of Work (SOW). Any reference to brand names or trademarks in this document does not indicate endorsement by the BEP or by the US Government. The FTIR microscope shall meet all current U.S. commercial codes and industrial standards for manufacturing high quality analytical equipment to be utilized within a laboratory environment.
