Rock Island Arsenal 5-Ton Electric Arc Furnace and AOD System Modernization and Installation

The Department of the Army, Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC), is seeking contractors for a major foundry modernization and equipment procurement project. - Government Buyer: - Department of the Army, Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC) - Scope of Work: - Upgrade and modernization of an existing 5-Ton Electric Arc Furnace (EAF), including new electrode regulation, hydraulic, automation, and control systems - Demolition and removal of an existing 3-Ton EAF - Installation of a new 5-Ton Electric Arc Furnace with all supporting systems (electrical panels, mechanical components, hydraulic systems, automation, and controls) - Installation of a new 5-Ton Argon Oxygen Decarburization (AOD) system, including process control, oxygen lance, fume hood, argon/oxygen tanks, and refractory - Option for increased argon and oxygen bulk gas capacity with high-pressure piping - Suggested new 13.8KV and 480V power distribution systems (one each for EAF and AOD) - Suggested modifications and additions to baghouse, ductwork, fan, and stack for emissions control - Services Required: - Detailed design engineering and specification development - Project management and on-site installation supervision - Concrete and foundation work - Equipment installation and commissioning - Comprehensive training for operators, programmers, maintenance, and methods personnel - Service and support with qualified personnel, telephone access, and 48-hour on-site response - Notable Requirements: - All training and documentation must be in English - Proven prior service capability and availability of maintenance parts - No specific OEMs or part numbers are named; the procurement is open to qualified manufacturers and integrators

Description

U.S. Army Contracting Command - Rock Island (ACC-RI) has a requirement to provide the following: Detailed design engineering, specification development, project management, equipment installation, concrete work, construction services, equipment commissioning, training and the procurement of (1) 5-Ton Electric Arc Furnace, modernization of (1) 5-Ton Electric Arc Furnace and (1) 5-ton AOD system.
