The South Dakota Board of Regents (SDBOR) is seeking a qualified food service management company to operate comprehensive dining services across six public universities and two university centers in South Dakota. - Government Buyer: - South Dakota Board of Regents (SDBOR), Vice President Finance & Administration - Scope of Services: - Comprehensive dining service operations at: - Black Hills State University (Spearfish) - Dakota State University (Madison) - Northern State University (Aberdeen) - South Dakota State University (Brookings) - South Dakota School of Mines & Technology (Rapid City) - University of South Dakota (Vermillion) - USD Sioux Falls and BHSU Rapid City centers - Services include: - All-you-care-to-eat dining facilities - Branded/franchise concepts, food courts, snack bars, coffee kiosks, quick-service and grab-and-go venues - Catering for university and non-university events (drop-off to full-service) - Athletic concessions and premium area catering (including alcohol sales) - Technology and POS systems compatible with campus credential cards and PCI-DSS compliance - Transition planning, capital investment, and facility maintenance - Notable Requirements: - Innovative meal plan offerings and adaptability to changing customer preferences - Shared responsibility for facility upkeep and capital investments - Financial value through competitive pricing, commissions, and revenue-sharing - Technology integration for meal plans and payment systems - Compliance with alcohol service laws and university policies - Transition planning for smooth handover and compensation for unamortized investments - No specific OEMs or vendors are named in the solicitation - Contract term is five years with four one-year renewal options

The South Dakota Board of Regents (SDBOR) is soliciting proposals from qualified, professional food service management companies to provide comprehensive dining service operations at its six public universities: Black Hills State University, Dakota State University, Northern State University, South Dakota State University, South Dakota School of Mines & Technology, and University of South Dakota. Consideration is also given for food service options at two university centers. The solicitation excludes services for the Deaf and the School for the Blind & Visually Impaired. The successful contractor(s) will commence services on July 1, 2027, with priorities on food quality, facility maintenance, and financial value.
