Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source Delivery Order with Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company 6900 Main Street, Stratford CT 06614 to upgrade the Avionics, Flight Controls, Hydraulics and Electrical System Integration Labs (SILs), Maintenance Data Computer (MDC) and Warnings Cautions and Advisories (WCA) test stands to a Production representative configuration for aircraft parts identified as priority by NAVAIR.  This effort includes the procurement and installation of hardware, software updates, documentation updates, and validation testing to ensure functionality of new hardware.  The Delivery Order will be awarded via a Basic Ordering Agreement with SAC.  SAC has been the sole designer, developer and manufacturer of the CH-53K weapon system.  SAC is the only known responsible source with the requisite knowledge, technical data, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes.  This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.103-1, in that SAC is the only responsible source and no other supplies or services will satisfy agency requirements.
