NOAA's Northwest Fisheries Science Center is seeking specialized services for the repair, maintenance, inspection, and certification of NRT-264 Nordic trawls and related sampling gear. - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) - Northwest Fisheries Science Center, Operations, Management, and Information Division - OEM Highlight: - Nor’eastern Trawl Systems (NET Systems) is the sole OEM and vendor specified for these services - Products/Services Requested: - Repair, modification, inspection, certification, and transport of Government Furnished Equipment, including two NRT-264 Nordic trawls annually - Net fabricating, rigging repair, hardware replacement (e.g., 32mm nylon netting, 230' rigging, 3.0m XL-LITE midwater trawl doors) - Maintenance and certification of Juvenile Salmon Ocean Ecosystem Survey (JSOES) trawl nets and associated gear - Use of OEM-specified materials and adherence to detailed net diagrams and scientific standards - Shipping to and from Point Adams Research Station included - Unique/Notable Requirements: - Strict adherence to OEM specifications and scientific standards to ensure consistency in survey results - All nets must be certified prior to deployment, including detailed measurement and testing under tension - Contractor must provide detailed work reports and handle emergency transport if needed - Services are to be performed on a sole source basis with NET Systems due to their unique expertise and OEM status

Set-asides, if applicable: The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office, Western Acquisition Division-Seattle Simplified Acquisitions Branch, intends to award a firm-fixed price purchase order, on a sole source basis, under the authority of RFO FAR 12.102(a) and 41 U.S.C. 1901, with Nor’eastern Trawl Systems (NET Systems) for non-personal services to repair, maintain, and certify trawls, sampling codends, trawl doors, etc. for sampling gear including (but not limited to) Nordic trawls and any other acquired nets. Codes for services or supplies: NAICS 334516

Description:

(i) The requirement is for Trawl Net Maintenance and Repair. The NWFSC requires net mending expertise and trawl net certifications to maintain consistency between sampling trawls. All nets are required to be certified; prior to deployment, which includes measuring all rigging, framing lines, seizings, benzels, lacings, and floats ;

(ii) This presolicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact before the due date/ deadline of this SAM posting. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The anticipated award date is estimated to be August 2026.
