The Walter Reed Army Institute of Research (WRAIR), Center for Infectious Disease Research, is seeking industry input on comprehensive storage and management services for its Small Molecule Compound Library. - Government Buyer: - Department of Defense - Walter Reed Army Institute of Research (WRAIR), Center for Infectious Disease Research - OEMs and Vendors: - No specific OEMs or vendors are named; the requirement is for specialized chemical storage and management service providers - Products/Services Requested: - Secure storage and inventory management for approximately 53,000 chemical containers, with surge capacity up to 100,000 containers pending disposal - Storage conditions include -20°C and room temperature - Annual shipment of up to 1,000 samples and receipt of 500 new samples - Plating services (with and without QC analysis) for up to 25,000 samples per year - Disposal of waste chemicals and compounds, including up to 500 containers of non-RCRA regulated waste annually and up to 25,000 compounds at project conclusion - Housekeeping activities such as realignment and 100% physical inventory after disposals - Surge capacity for increased sample processing and shipping - Transition services for packaging, shipping, and transfer of all samples if the contract changes hands - Unique or Notable Requirements: - Compliance with all relevant chemical storage, safety, and regulatory requirements - Quarterly reporting on inventory and activities - Ability to co-locate inventory with materials under a disposal contract at a contractor-owned facility - Contractor must address access, segregation, custody transfer, schedule, cost, and regulatory compliance in their response - Surge and transition support are critical, including a six-month transition period if the incumbent is not re-awarded

Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.

RFI QUESTION: If your firm is not the current storage contractor, describe how your firm would accomplish transition of the storage requirement while the chemical inventory remains co-located and intermingled with materials subject to the ongoing disposal contract at a contractor-owned facility. Adress any assumptions regarding access to contractor-controlled property, segregation of inventory, transfer of custody, schedule, cost, regulatory compliance and safety.
