This opportunity is for C4IM (Command, Control, Communications, Computers, and Information Management) service and support for the U.S. Army 9th Mission Support Command (MSC) across the Pacific and Korea Theaters. - Government Buyer: - U.S. Army, 9th Mission Support Command (MSC), G6 C4IM Service and Support - Contracting office: KO Directorate of Contracting, Fort Shafter, HI - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Products/Services Requested: - Comprehensive C4IM services including: - Network and systems engineering, installation, and maintenance - Network administration for NIPR, SIPR, and REF networks - Tier II Help Desk and 24/7/365 customer service support - Secure VTC administration and operations/plans support - Cybersecurity compliance and sustainment of DoDIN-A, ARNET, and REF networks - Enterprise system testing, validation, and documentation - Technical support and sustainment for geographically dispersed sites - Consulting, design, implementation, and management of Pacific Land War Net (PLWN) and related IT systems - Provision of all materials necessary for special mission support (IT components, network infrastructure, communications consumables, specialized hardware, replacement parts) - Travel and per diem for service delivery - Unique or Notable Requirements: - Active U.S. Secret Security Clearance and SECRET Facility Clearance required - IT/cybersecurity certifications compliant with DoD 8140/8570.01-M, DFARS 252.239-7001, AR 25-2 (e.g., Security+ or equivalent) - Active CMMC Level 3 (DIBCAC) or higher for handling FCI and CUI - Key personnel roles: Project Manager, Systems Engineer, Network Administrator, VTC Administrator, Cyber Security Administrator, Telecom Manager - Services delivered across Hawaii, Alaska, Japan, South Korea, American Samoa, Guam, and Saipan - Cost-reimbursable line items for travel and special mission support - Key personnel qualifications and staffing plans are critical evaluation factors

Description

 Qualification Requirements: Prospective offerors and their personnel must meet the following mandatory qualifications prior to award:

    <p><strong>Security Clearance:</strong>&nbsp;Active U.S. Secret Security Clearance and a SECRET Facility Clearance.</p>
    </li>
    <li>
    <p><strong>IT/Cybersecurity Certifications:</strong>&nbsp;Baseline and technical certifications in accordance with DoD 8140 / 8570.01-M, DFARS 252.239-7001, and AR 25-2 (e.g., Security+ or equivalent).</p>
    </li>
    <li>
    <p><strong>Cybersecurity Maturity Model Certification (CMMC):</strong>&nbsp;Active CMMC Level 3 (DIBCAC) or higher to handle FCI and CUI.</p>

<li>
<p><strong>Functional Description:</strong>&nbsp;Non-personal Command, Control, Communications, Computers, and Information Management (<strong>C4IM</strong>) Service and Support to the 9th Mission Support Command (MSC) G6. Services include network and systems engineering, network administration (NIPR/SIPR/REF networks), Tier II Help Desk support, secure VTC administration, operations/plans support, and cybersecurity compliance.</p>

<p><strong>Quantity:</strong>&nbsp;Core C4IM Operational Support Services (1 Base Year and 2 Option Years).</p>
</li>
<li>
<p><strong>Unit of Issue:</strong>&nbsp;Job (by Month/CLIN).</p>
</li>
<li>
<p><strong>Destination Information:</strong>&nbsp;Dispersion across Pacific and Korea theaters of operation, including:</p>

<ul>

    <p><em>Hawaii:</em>&nbsp;Oahu (Fort Shafter Flats), Hilo, and Maui.</p>
    </li>
    <li>
    <p><em>Alaska:</em>&nbsp;Fort Richardson (JBER) and Fort Wainwright.</p>
    </li>
    <li>
    <p><em>International:</em>&nbsp;Camp Zama (Japan), USAG-Yongsan and USAG-Camp Humphreys (South Korea).</p>
    </li>
    <li>
    <p><em>Territories:</em>&nbsp;Tafuna (American Samoa), Barrigada (Guam), and Tanapag (Saipan).</p>
    </li>
</ul>
</li>
<li>
<p><strong>Delivery Schedule / Transition:</strong>&nbsp;Work begins September 1, 2026, with an integrated 30-day phase-in transition period.</p>
</li>
<li>
<p><strong>Duration of Contract Period:</strong>&nbsp;12-month Base Period with two (2) 12-month Option Periods (Total duration not to exceed 36 months, with provisions up to 60 months per FAR 52.217-9).</p>
