Emergency SCADA System Restoration Award

The United States Section of the International Boundary and Water Commission awarded a firm fixed price purchase order for emergency diagnostic, repair, restoration, testing, and temporary stabilization services for the Supervisory Control and Data Acquisition system at the Nogales International Wastewater Treatment Plant.

A network hardware failure impaired critical SCADA process controls and reduced the facility's ability to manage wastewater treatment operations. The condition contributed to treatment process upset, elevated total suspended solids entering the ultraviolet disinfection system, an E. coli permit compliance failure, required regulatory reporting, and continuing risks to plant operations, regulatory compliance, and public health.

The Government made the award using simplified acquisition procedures under FAR 13.106 1(b)(1) because the emergency circumstances made only one source reasonably available within the required timeframe. Pursuant to FAR 5.202(a)(2), the Government did not issue a preaward synopsis because waiting for the applicable publicizing and response periods would have delayed corrective action and seriously injured the Government.

The purchase order is limited to emergency diagnostics, repair or replacement of affected network components, restoration of communications and process controls, system testing, confirmation of operational functionality, and temporary stabilization necessary to address the active failure. The award does not include routine, recurring, or long term SCADA maintenance and improvement services.

This emergency action is separate from the broader SCADA maintenance and improvement services requirement previously identified through a sources sought notice. The Government continues to develop the acquisition strategy for that separate requirement. Interested parties should monitor SAM.gov for future notices.
