VistA Imaging / Picture Archiving and Communication System (PACS) Support Services:
The Phoenix Area Indian Health Service (IHS) is conducting market research to determine the availability and capability of qualified Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs) interested in providing VistA Imaging and Picture Archiving and Communication System (PACS) support, maintenance, and administration services for healthcare facilities within the Phoenix Area.
This notice is issued solely for information and planning purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not reimburse respondents for any costs associated with responding to this notice.
Requirement Overview:
The contemplated requirement consists of technical support, administration, and maintenance services for VistA Imaging and PACS systems used to acquire, store, distribute, and display diagnostic medical images (e.g., radiology, cardiology, and other clinical imaging) within Indian Health Service healthcare facilities.
The Government is contemplating establishment of a single-award or multiple-award Area-wide acquisition vehicle, which may include a Blanket Purchase Agreement (BPA), Indefinite Delivery Indefinite Quantity (IDIQ) contract, or other appropriate contractual instrument, to support multiple healthcare facilities throughout the Phoenix Area.
The contemplated requirement may support up to seven (7) healthcare facilities; however, no minimum utilization, guaranteed usage, guaranteed quantity, or guaranteed number of participating facilities is being provided under this notice or any future acquisition vehicle. Actual ordering and participation will be dependent upon future funding availability, facility participation, and agency need.
Scope of Services:
The contractor shall provide VistA Imaging/PACS support and related services, which may include, but are not limited to:
VistA Imaging system administration and technical support; PACS configuration, maintenance, and troubleshooting; DICOM interface support and connectivity management; Image storage, archiving, and retrieval system support; Integration support between VistA Imaging/PACS and Electronic Health Record (EHR) systems; System upgrades, patches, and version management; Data migration and archive management services; Network and server support associated with imaging infrastructure; Help desk and end-user technical support; Disaster recovery and system redundancy support; Training and documentation for clinical and IT staff; Compliance support for HIPAA, security, and applicable federal health IT standards.
Services should support reliable, secure, and interoperable diagnostic imaging capability relevant to IHS clinical operations, including but not limited to:
radiology imaging support, cardiology imaging support, image quality assurance, system uptime and reliability, cybersecurity and data integrity, and other imaging informatics needs relevant to IHS facilities.
Set-Aside Priority:
This sources sought notice is being issued primarily to identify qualified:
Indian Small Business Economic Enterprises (ISBEEs); and Indian Economic Enterprises (IEEs)
in accordance with the Buy Indian Act and applicable acquisition regulations.
If adequate competition among ISBEEs and/or IEEs is not identified, the Government may consider other small business socioeconomic categories and/or unrestricted competition as appropriate.
Interested respondents shall clearly identify all applicable socioeconomic designations, including:
ISBEE status; IEE status; SBA small business certifications; HUBZone; SDVOSB; WOSB; Small Business; or other applicable classifications.

Response Relevancy Requirement
The Government is not seeking generic marketing materials or standard capability statements that do not specifically address the requirements identified in this notice. Responses shall demonstrate clear relevance and direct capability to provide the contemplated services described herein.
Interested vendors should specifically address their experience and capability related to:
VistA Imaging and/or PACS system support and administration; DICOM-compliant imaging system integration and connectivity; healthcare facility imaging infrastructure support; remote system administration and technical support; and multi-facility service capability, if applicable.
Responses that fail to demonstrate specific relevance and responsiveness to the requirements identified in this notice may not be considered meaningful for market research purposes.
Interested firms are requested to submit a capability statement not exceeding five (5) pages addressing the following:
Company name, address, UEI number, and point of contact; Business size and socioeconomic status; Confirmation of ISBEE and/or IEE eligibility, if applicable; Description of experience providing VistA Imaging and/or PACS support services; Description of technical capabilities related to DICOM interfaces, image archiving, and system integration; Description of experience supporting healthcare facilities or government agencies; Description of remote system administration and help desk support capabilities; Description of cybersecurity, data integrity, and compliance capabilities (e.g., HIPAA); Identification of any GSA Schedule contracts or other contract vehicles held; Geographic capability to support multiple facilities throughout the Phoenix Area; Any recommended acquisition approach or contract structure.
