The Bureau of Reclamation, Upper Colorado Basin Region, Albuquerque Area Office, is seeking contractor support for the MRG-River Eyes Monitoring project to assist with endangered species management and river operations in the Middle Rio Grande. - Government Buyer: - Department of the Interior, Bureau of Reclamation, Upper Colorado Basin Region, Albuquerque Area Office - Services Requested: - Daily River Eyes monitoring and reporting of river conditions from March/April to October each year - Includes river flow observations, GPS surveying of drying locations, discharge measurements, and photo documentation - Daily text updates, email summaries, and participation in water operations conference calls - Preparation of annual draft and final reports compiling all monitoring data - GIS data delivery in ArcGIS 10.5 compatible format - Kick-off meeting and safety documentation conforming to Reclamation standards - Monitoring covers multiple river reaches between Cochiti Dam and Elephant Butte Reservoir, with a focus on the Isleta and San Acacia reaches - Use of drones is permitted, following Department of the Interior policy - Unique/Notable Requirements: - Contractor must provide technical and price proposals demonstrating technical capability, past performance, and small business participation - Time-and-materials contract with a base year and four option years, plus potential 6-month extension - Deliverables include daily and annual reporting, GIS data, and participation in operational calls - Monitoring is triggered by specific river flow criteria and supports endangered species management - No specific OEMs, products, or part numbers are referenced; the procurement is for specialized monitoring services only
