Solicitation: Software Development Services for Coastal Remote Sensing This solicitation for commercial products or services is prepared in accordance with Revolutionary FAR Overhaul (RFO), Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, Federal Acquisition Circular (FAC) 2026-01, effective date March 13, 2026 (Deviation April 20, 2026) which can be accessed at: https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12. Firm, fixed-price quotes are being requested and a separate written solicitation will not be issued. This acquisition is a small business opportunity. The U.S. Geological Survey (USGS), Pacific Coastal & Marine Science Center (PCMSC) requires software development services for remote sensing to develop, validate, document, and deliver a STAC-based shoreline change measurement capability for the CoastSeg workflow in accordance with the attached statement of work (SOW), Section 508, FISMA, provisions, and clauses. Initial development and validation shall focus on selected sites along the western and northern Alaskan coast to support hazard assessments in that region.Estimated period of performance: August 1, 2026 - June 30, 2027Evaluation method is Trade-Off. Please see evaluation factors as described in FAR 52.212-2 in the provisions of attachment mentioned above. It is the responsibility of all interested parties to check back periodically for any amendments to the solicitation.
