The Naval Surface Warfare Center Panama City Division (NSWC PCD), under the Department of the Navy, is seeking digitization and cloud-based library services for the Navy Experimental Diving Unit (NEDU). - Government Buyer: - Department of the Navy - Naval Surface Warfare Center, Panama City Division - Navy Experimental Diving Unit (NEDU) - Products and Services Requested: - Digitization of physical media: - 6 film reels (16MM) - 183 video tapes (143 VHS, 20 digital video cassettes) - 163 audio reels and cassettes - 421 data cartridges and floppy disks - ~9,800 photographs and negatives - ~9,800 35mm slides - ~13,650 newspaper clippings and paper assets - Delivery of archive-quality digital files and metadata on USB SSD drives and cloud upload - Cloud-hosted Library Service Platform (LSP) with OPAC, interoperability protocols, CI/CD Agile upgrades, role-based access controls, AES-256 encryption, and advanced AI capabilities - Project management, documentation, training, and scan-on-demand services - Unique/Notable Requirements: - Cloud repository must be FedRAMP Moderate and DoD IL-4 authorized - LSP must support advanced AI features (optional CLINs) - Strict security controls including role-based access and AES-256 encryption - CMMC Level 2 Self Assessment required prior to award - Ability to invoice through Wide Area Workflow (WAWF) - Physical items must be digitized and delivered within specified timelines (scan-on-demand within 72 hours) - No specific OEMs or vendors are named in the solicitation; however, cloud and LSP solutions must meet federal security standards.

This is a Request for Quote (RFQ) as a Total Small Business Set-Aside for Library Archive Digitization Services and 4 Option Years .

 Please submit your quote to terra.s.roberts.civ@us.navy.mil on or before the closing date and time stated above. Late quotes will not be considered.

Your quote should include the following information:

Unit Price: For the specified Library Archive Digitization Services  Shipping Cost: If shipping is not included in the unit price, please provide a separate line item for shipping costs. CAGE Code: Your company's Commercial and Government Entity (CAGE) code. Lead Time: Estimated delivery timeframe after receipt of order. Cybersecurity Maturity Model Certification (CMMC) required is Level 2 Self Assessment –this must be completed prior to Award. WAWF Capability: Confirmation of your ability to invoice through Wide Area Workflow (WAWF). All invoices are NET30 and submitted through WAWF.
