NASA Johnson Space Center (JSC) is seeking comprehensive Emergency Medical Support and Evacuation (MedEvac) Services to support its personnel worldwide. - Government Buyer: - NASA Johnson Space Center (JSC), National Aeronautics and Space Administration (NASA), Houston, Texas - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - The previous contract was held by Global Guardian (incumbent provider) - Products/Services Requested: - Emergency Medical Support and Evacuation (MedEvac) Services - Air and surface medical transport for sick or injured travelers - Certified and licensed medical personnel and medical escorts - Medical equipment and stabilization prior to and during transport - Bedside case management and patient advocacy - Medical translation and interpretation services - Uninterrupted hospital admittance and discharge - Guarantee of payments for medical services - Repatriation of mortal remains - Reservation and call-up service for medical transport, including support for Soyuz crew landing events - Worldwide support, including transport to NASA's hospital of choice in the US or abroad - Unique or Notable Requirements: - All services must comply with local laws and regulations - Provider must be capable of global response and support - Services must include support for specialized NASA missions, such as Soyuz crew landings - NAICS code: 621910 (Ambulance Services) - Procurement will be a firm fixed price purchase order

Description

This synopsis notice is prepared in accordance with the Federal Acquisition Regulation (FAR) part 12 – Acquisition of Commercial Products and Commercial Services in conjunction with FAR part 13 - Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the synopsis only. NASA  Johnson Space Center (JSC) intends to request quotes via a separate written solicitation to be issued at a later date. 

The resulting contract will be a firm fixed price Purchase Order. 

The North American Industry Classification System (NAICS) Code and the small business size standard for this procurement are 621910 and revenue of $22.5 million, respectively. Prospective offerors shall explicitly declare their business size status in accordance with FAR Subpart 19.3 with all submissions. 

NASA JSC has a requirement for Emergency Medical Support and Evacuation (MedEvac) Services. These services include, but are not limited to, comprehensive air and surface medical transport services appropriate for the condition of a sick or injured traveler; providing medical personnel, medical escorts, equipment and transportation that are fully certified and licensed, in accordance with local laws and regulations where operations are performed, to ensure the sick or injured traveler is provided the proper services to be stabilized prior to and during air and surface medical transport. MedEvac transport is to NASA’s hospital of choice, which may be in the United States (US) or elsewhere.  

Additional medical travel services for the travelers on worldwide travel include, but not limited to, bedside case management and patient advocacy, medical translation and interpretation, uninterrupted hospital admittance and discharge, providing guarantee of payments, repatriation of mortal remains,  reservation and call-up service for medical transport to support a Soyuz crew landing event. 

Today NASA JSC has MedEvac4 Purchase Order No. 80JSC021PA007 with Global Guardian. NASA is contemplating a Follow-On purchase order to continue to acquire this service from October 1, 2026, to September 30, 2031.

Interested organizations should electronically submit their capabilities and qualifications matching the RFI requirements (see Request for Information No. 80JSC026Medevac_RFI for more information) to perform the effort via email to Kendrea Vallien at kendrea.d.vallien@nasa.gov no later than 4:00pm Central Daylight Time (CDT) on Wednesday, July 29, 2026. Such capabilities and or qualifications will be evaluated solely for the purpose of determining whether this effort will be set aside for a small business concern. A determination by the Government to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
