1. DISCLAIMER: This is a Sources Sought Notice for market research purposes only. THIS IS NOT A REQUEST FOR QUOTE (RFQ), INVITATION FOR BID (IFB), OR REQUEST FOR PROPOSAL (RFP). This notice does not constitute a commitment by the Government to issue a solicitation, make an award, or pay for any information submitted in response to this notice.

2. BACKGROUND & OBJECTIVE: The179th Contracting Office, in support of the 278th Cyber Operations Squadron (COS), Ohio Air National Guard, is conducting market research to identify potential sources capable of providing a high-performance Vector Network Analyzer (VNA) Receiver. The equipment will support active cyber-physical Radio Frequency (RF) testing missions.

3. REQUIREMENT DESCRIPTION: The Government anticipates a requirement for the following Keysight brand-name hardware (or exact functional equivalent) and associated warranties/licenses. The system must support operations up to 26.5 GHz:

-4-port with configurable test set, source attenuators, bias tees,combiner, noise receiver, two sources

-Rx attenuators on four ports-Four independent RF sources

-Pulse modulation on RF sources 1through 4

-USB Power Sensor, 10MHz - 33GHz, -33dBm to +20dBm

-Power sensor cable, 5ft

-Connector 3.5MM, DC Coupled

-Test port cable, 3ft, 3.5MM (m-f)

-ECal module 26.5 GHz 4-port 3.5MM

-Four 3.5 mm female connectors on module

-300kHz to 26.5GHz

Critical Operational Constraint (Brand Name Justification): The 278th COS operates highly specialized, custom-developed cyber-physical laboratory testing suites. These software pipelines and automated test scripts are hardcoded and built entirely around Keysight’s proprietary API and native firmware hooks.

Any proposed alternative/equivalent hardware must be capable of natively executing existing Keysight API commands and integrating into the current 278th COS software pipeline without the use of intermediate translation software, and without requiring the Government to rewrite, recompile, or re-verify existing automated testing scripts.

4. REQUESTED INFORMATION: Interested vendors capable of meeting this requirement are requested to submit a Capability Statement. The response must include the following:

Company Information: Company Name, Address, CAGE Code, Unique Entity ID (UEI), and Point of Contact (Name, Title, Phone, Email). Business Size & Socio-Economic Status: Indicate your business size standard under NAICS 334515 and any applicable socio-economic categories (e.g., Small Business, 8(a), SDVOSB, WOSB, HUBZone). Government Contract Vehicles: Identify any existing Government-Wide Acquisition Contracts (GWACs) or Indefinite Delivery, Indefinite Quantity (IDIQ) contracts you hold that cover these items (e.g., GSA MAS, NASA SEWP V, CHESS). Include the contract number(s). Capability to Provide Brand Name: State whether your company is an authorized federal reseller/distributor of Keysight products. (If yes, please provide proof of authorized reseller status). Alternative Solutions ("Or Equal" Capabilities): If proposing an alternative manufacturer’s equipment, the vendor must provide technical documentation explicitly demonstrating how the proposed hardware will natively interface with Keysight API commands and custom firmware hooks without requiring software translation layers or government software re-engineering. General marketing materials will not be considered sufficient proof of compatibility.
