20-Year Concession Contract for Operation of Silos Recreation Area, Canyon Ferry Reservoir, MT

The Bureau of Reclamation, Montana Area Office, is offering a 20-year concession contract for the operation and management of the Silos Recreation Area at Canyon Ferry Reservoir, Montana. - Government Buyer: - U.S. Department of the Interior, Bureau of Reclamation, Montana Area Office - Contact: Ryan Newman, Area Manager - Scope of Opportunity: - Operate and maintain approximately 260 acres of recreational facilities, including 86 campsites, group shelters, boat docks, vault toilets, and other amenities - Provide required visitor services: campsite management, potable water maintenance, garbage removal, vault toilet servicing, boat mooring, and on-site campground hosts - Minimum of 60 boat slips required for rental and management - Authorized commercial services: store sales, boat slip rentals, equipment rentals, propane and firewood sales, and fishing/hunting license sales - Products and Facilities (selected examples): - 86 total campsites (including 6 ADA compliant) - 90 fire rings, 61 picnic tables (wooden and concrete), 4 concrete boat ramps, 5 Missoula concrete vault toilets, 3 CXT vault toilets, 1 CXT double vault toilet, 2 Stone Pebble vault toilets - 3 courtesy docks, 1 floating courtesy dock, 60+ boat slips, 1 office building, storage sheds, group use shelters - Day use fee credit card kiosk - Services Required: - Campsite/group shelter management, potable water service, garbage removal, cleaning/maintenance, vault toilet pumping, boat mooring/dock adjustments, boat slip rental/management, on-site hosts - Commercial services: office/store sales, boat/watersport equipment rentals, propane/firewood/ice sales, fishing/hunting license sales - Notable Requirements: - Concessionaire must establish a Reserve Account for Repair and Replacement (RARR) with an initial $5,000 deposit and annual deposits of 1% of gross receipts - Franchise fees start at a minimum of 3% of gross revenues - Compliance with accessibility and environmental regulations is mandatory - Concessionaire responsible for all operation, maintenance, and repair - No specific OEMs or vendors are named; concessionaire may select equipment and suppliers as needed, subject to approval

Description

The Bureau of Reclamation (Reclamation) provides notice of the release of a Prospectus to solicit proposals for the award of a Concession Contract (No. 26-LM-60-CC01) to provide commercial services to the public at Canyon Ferry Reservoir, at the area known as Silos Recreation Area located at 82 Silos Road, Townsend, MT 59644. The effective date of the next Concession Contract is expected to be in March 2027.

The Prospectus explains the business opportunity and the terms and conditions under which Reclamation will award the Concession Contract. The Prospectus is attached to this posting.

Site Visit Reclamation will host an open house for organizations interested in bidding on this opportunity on August 13, 2026, at the Silos Boat Ramp (82 Silos Road, Townsend, MT 59644), from 11:00 a.m. to 12:00 p.m. Mountain Time. Offerors are encouraged to visit the area to become familiar with physical conditions and limitations involved and become acquainted with the details requisite to operating the concession services identified in the Prospectus.

Submission of Proposal
