The U.S. Coast Guard Air Station Clearwater is seeking a contractor to replace two potable water gate valves at its facility in Florida. - Government Buyer: - U.S. Coast Guard, Air Station Clearwater - Scope of Work: - Remove and replace two potable water gate valves - Install new protective boxes for valves - Perform up to 50 sq ft of concrete removal and replacement - Replace up to 20 linear feet of potable water piping - Disinfect new piping and valves in accordance with AWWA C651 standards - Product/Material Requirements: - All materials must be certified for potable water use (NSF/ANSI 61 compliant) - Service Requirements: - Provide all labor, supervision, materials, and equipment - Minimize facility disruption; maximum water outage allowed is 6 hours - Work must be performed after 3 PM or on weekends - One-year warranty on workmanship defects - Notable Details: - No specific OEMs or part numbers are specified - Work must be completed within 60 days of contract award

Description

This combined synopsis/solicitation for construction services is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued.

The solicitation number is 70Z028-26-Q-0000101.  Applicable North American Industry Classification Standard (NAICS) codes are: 238220 Plumbing, Heating, and Air Conditioning Contractors, Size standard in millions ($19.0)

This requirement is for a firm fixed price construction contract.  The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 The Government will award a contract resulting from this solicitation to the proposer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, Lowest Price, Technically Acceptable. Anticipated award date: 10 business days after close of solicitation, OOA 28 August 2026

SCOPE OF WORK: Contractor shall provide all labor, supervision, materials and equipment to replace two (2) potable water gate valves.  See attached SOW for details.

Period of Performance: Work is expected to commence at NLT 10 business days after award is made and submitted to awardee.  Anticipated award date: 28 August 2026

Site visit: It is highly recommended and encouraged that a site visit is performed at the unit to field verify the requirements within the SOW and speak with the unit POC for this project.  A site visit has been scheduled for Tuesday July 28th at 1030.  Vendors are to coordinate a site visit attendance with the below listed unit personnel.  Vendor must ensure company personnel attending site visit have a proper government issued ID in order to gain access to the Air Station.

For construction projects over $2,000 in the United States, solicitations must include wage rate and labor standards requirements: 

52.222-6 Construction Wage Rate Requirements: Mandates that mechanics and laborers are paid the prevailing local wages as determined by the Department of Labor. 52.222-11 Subcontracts (Labor Standards): Requires contractors to flow down wage requirements to all subcontracts.

52.232-5 Payments under Fixed-Price Construction Contracts: Details the procedures and requirements for progress payments. 52.249-10 Default (Fixed-Price Construction): Outlines the government's rights if the contractor fails to prosecute the work with the diligence required or fails to complete it on time. 

Work hours:  Monday through Friday, 0800 – 1500 (8 am – 3 pm) No weekends or Holidays authorized.
