DIA Contract Ceiling Increase for Modeling & Simulation Support (Parsons Government Services)

This notice concerns a contract ceiling increase for the Defense Intelligence Agency's (DIA) Missile and Space Intelligence Center (MSIC) IDIQ contract HHM402-18-D-0004 with Parsons Government Services. - The contract ceiling is being raised by $100 million, from $231.7 million to $331.7 million. - The contract provides Integrated System Production and Modeling & Simulation Support (ISPMSS), including technical and management support for threat system modeling, simulation, and analysis. - The increase is driven by unforeseen global events that have raised demand for these services. - The contract supports the MSIC Scientific Computing & Analysis Division, including ITASE architecture, foreign threat system modeling, C4 threat systems exploitation, and analytical studies for the warfighter. - The period of performance covers ten 12-month ordering periods from May 15, 2018, through May 15, 2028, with the ceiling increase ensuring continuity through FY28. - Parsons Government Services is the incumbent contractor; no other OEMs or vendors are named. - This is not a solicitation for new bids, but a justification for increasing the contract value to maintain critical services.

Description

This J&A Notice serves as the Government's notice as required by DFARS PGI 206.302-1(d) and the notice of proposed contract action as required by FAR 5.201. This action will result in an increase in contract ceiling to the existing contract identified in the attached J&A is necessary to allow for continuity of critical contractor services. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement.
