The FBI's Critical Incident Response Group (CIRG) is seeking to expand its tactical communications capabilities through a large-scale procurement of Persistent Systems' Wave Relay® MPU5 radios, RF modules, antennas, and a comprehensive suite of related accessories and services. - Government Buyer: - Department of Justice, Federal Bureau of Investigation (FBI), Critical Incident Response Group (CIRG) - OEM Highlight: - Persistent Systems, LLC is the sole OEM specified for all radios, modules, and most accessories - Products Requested: - Mobile Ad Hoc Network (MANET)-compatible radios (MPU5) - RF modules for multiple frequency bands (L, S, C, etc.) - Wide range of antennas (various frequency bands and types) - Power systems, battery chargers, and adapter plates - Ruggedized cabling, mounting hardware, and custom cases - Embedded modules, video accessories, and network hardware - Specialized accessories for Samsung S20 Tactical Edition devices - Airborne and vehicle integration kits - Services Requested: - Wave Relay MAC Training (user and technical courses, on-site and remote) - Field Application Engineer and Program Engineer support (on-site and remote) - Network Engineer remote support - Cloud relay spoke connection fees - Notable Requirements: - Brand-name only: All radios and accessories must be manufactured by Persistent Systems to ensure interoperability with the FBI's existing 300+ unit fleet - No substitutions or equivalents permitted due to proprietary Wave Relay protocol and mission-critical compatibility - Training and support services must be included, with travel and lodging costs covered for CONUS locations - Contract is a firm fixed price, IDIQ type with a maximum value of $23.5 million - Delivery is FOB Destination within CONUS and other approved federal locations - All products must be new, OEM or authorized reseller supplied, and covered by OEM warranty - Key Part Numbers (examples): - ACC-BAT-001 (Advanced Battery Charger), ACC-EUD-0010 (Samsung S20 Tactical Edition), ANT-1003/ANT-2035 (antennas), WR-EM-System (Embedded Module System), WR-5100 (MPU5 & Twist Lock Battery), RF-1150/RF-2150 (RF modules), WR-TRN-WRUC (training) - Contract Structure: - One-year base period, four 12-month option periods, and a six-month extension option (total up to 66 months) - Estimated contract value up to $23.5 million

The Federal Bureau of Investigation (FBI) is issuing a Request for Proposal (RFP) 15F06726R0000239, CIRG MESH Technology Program, as a total small business set‑aside. The FBI requires the procurement of additional Mobile Ad Hoc Network (MANET)compatible radios, RF modules, antennas, and associated accessories to expand the capacity of the FBI’s existing tactical communications architecture.

This acquisition is a brand‑name only requirement for Persistent Systems Wave Relay® radios and accessories to ensure full compatibility and interoperability with the FBI’s currently deployed tactical communications systems.
