The U.S. Coast Guard Maritime Security Response Team West (MSRTW) is seeking commercial providers for large passenger ferry vessels to support tactical and mission-readiness training in San Diego and offshore Point Loma, CA. - Government Buyer: - U.S. Coast Guard, Maritime Security Response Team West (MSRTW) - OEMs and Vendors: - No specific OEMs or vendors are named; any provider of compliant U.S.-flagged passenger ferries may compete - Products/Services Requested: - U.S.-flagged passenger ferry vessel(s) (150-250 feet in length, 500-1,200 passenger capacity) - Must feature open deck space for helicopter operations, reinforced and stable deck, multiple embarkation points, onboard power, emergency response systems, and an enclosed bridge with modern navigation and communication systems - Vessel must comply with all federal maritime regulations and be crewed by experienced personnel - Secure mooring facilities for pier-side training - Unique/Notable Requirements: - Vessel must support CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosives) response training, tactical communications, and helicopter operations - Training will occur both pier-side and underway on specific dates within the period of performance - Only U.S.-flagged vessels are eligible - Vessel must be available for both pier-side and underway operations, with flexibility for multiple training events - No product part numbers are specified; the focus is on vessel characteristics and operational capabilities

Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested. 

(A) The solicitation number is 34269PR260000032 and is issued as a Request for Quotation (RFQ). Submit written quotes (oral quotes will not be accepted). USCG LOG-94 requires: Training Vessels for USCG Maritime Security Response Team (MSRT) West for training essential to operations per scope of work (SOW). The contract period of performance is 07/29/2026 – 09/23/2026

(B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

(C) The associated NAICS code is 488390 Other Support Activities for Water Transportation. The Product Service Code (PSC) for this procurement is V129 Transportation/Travel/Relocation—Transportation: Other. The procurement type will be a firm-fixed price.

(G) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer. Offerors may complete this online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.
