The Department of Veterans Affairs Office of Information & Technology (OIT) is seeking a contractor to deliver a unified, FedRAMP-authorized cloud platform for eDiscovery and electronic FOIA processing. - Government Buyer: - Department of Veterans Affairs, Office of Information & Technology (OIT), Product Delivery Service (PDS) - OEMs and Vendors: - No specific OEMs or vendors are named in the documentation - Products/Services Requested: - Single, integrated cloud platform for unified eDiscovery and FOIA processing - Platform must be FedRAMP-authorized and support: - ~400 concurrent users and 1,900 named users nationwide - ~120,000 FOIA and Privacy Act requests annually - Legal hold, preservation, and data migration from legacy systems - Microsoft 365 integration - AI-assisted redaction compliant with federal AI policies - U.S.-only data storage and personnel - Services include: - Development, implementation, training, sustainment, and managed services - Project management plan, monthly progress reports, AI compliance attestations, documentation, compliance monitoring, corrective action plans, AI model change disclosures, and staff rosters - Unique/Notable Requirements: - Strict U.S.-only data and personnel restrictions - AI features must comply with federal Trustworthy AI and Unbiased AI principles - Data migration from legacy systems and integration with Microsoft 365 - Comprehensive compliance and reporting deliverables throughout the contract
