The City of Lincoln-Lancaster County Health Department is seeking qualified contractors to provide Emergency Hazardous Chemical and Environmental Response Advanced Services. - Government Buyer: - City of Lincoln-Lancaster County Health Department (LLCHD) - Purchasing office; contacts include Brianne Pallard and Ben Davy - Scope of Services: - Emergency response for hazardous chemical and environmental incidents, including: - Consultation, project management, site assessment, sampling, laboratory testing - Site remediation, materials and contaminant removal, transportation, temporary storage, and disposal of hazardous materials, hazardous wastes, special wastes, and related solid wastes - Mobilization for Level 1 (minor), Level 2 (major), and Level 3 (disaster/WMD) events - Environmental disaster response support with qualified teams and equipment - 24/7 accessibility and rapid response: - Emergency response within one hour of notification - Labor and equipment on-site within 90 minutes - Ability to scale up for major incidents and support multiple operational periods - Compliance and Requirements: - Adherence to federal, state, and local regulations (including OSHA and NFPA standards) - Specific certifications required for project managers and site labor - Detailed post-remediation documentation - Insurance, citizenship, and foreign adversary contracting compliance - Pricing must include all transportation and delivery costs - Contractors must provide detailed business, personnel, and equipment information - Contract Structure: - Initial term of one year, with options for three additional one-year renewals - Services provided on an as-needed basis - No specific OEMs or product manufacturers are named; vendors must supply all necessary equipment and personnel
