Description

The Environmental Protection Agency (EPA) issued a proposed rule to establish a Federal permit program for disposal of coal combustion residuals (CCR). The EPA is considering new compliance pathways that allow site-specific considerations during permitting for CCR units complying with groundwater monitoring, corrective action, and closure requirements. The EPA is also considering whether a general permit could be developed to allow facilities to temporarily obtain permit coverage until an individual permit is issued by EPA or an approved state CCR permit program.
