Description
The Pipeline and Hazardous Materials Safety Administration (PHMSA) is seeking comments on a Petition for Declaratory Order filed by Crimson Pipeline LP. The petition requests PHMSA to issue an order regarding the requirements for baseline integrity assessments of certain pipelines. Crimson contends that the California Office of the State Fire Marshal is enforcing an incorrect interpretation of federal regulations by requiring baseline assessments by in-line inspection devices for pipelines constructed after May 12, 1994, before July 1, 2020. The petition seeks clarification on the applicability and retroactivity of these requirements. Comments are due by August 13, 2026.
