The U.S. Department of Commerce preliminarily determines that Teh Fong Min International Co., Ltd., the sole producer and/or exporter subject to this administrative review, made sales of stilbenic optical brightening agents at less than normal value during the period of review from May 1, 2024 through April 30, 2025. Interested parties are invited to comment on these preliminary results. The review covers antidumping duties and assessment rates related to these sales.
