Title: Dedicated Commercial ISP Circuit Installation and Service – Hill AFB Program Name: AFNWC Commercial ISP Notice Type: Sources Sought NAICS Code: 517111 (Wired Telecommunications Carriers) Product Service Code (PSC): DG11 (IT and Telecom - Network: Telecom Access Services)

1.0 INTRODUCTION AND DISCLAIMER

1.1 NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.2 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 517111, which has a corresponding Size standard of 1,500 employees.

1.3 The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.

1.4 This notice is issued solely for information and planning purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. The Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the interested party’s expense.

2.0 BACKGROUND

The Department of the Air Force at Hill Air Force Base (AFB), Utah, has a requirement for a dedicated, high-speed commercial Internet Service Provider (ISP) connection. This circuit is required to support isolated government communications and must be entirely independent of the existing base network (AFNet).

3.0 REQUIREMENT DESCRIPTION

The Government requires a turnkey commercial ISP solution. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the installation and ongoing service.

Core Technical Requirements:

Bandwidth & Throughput: Provide a dedicated, low-latency fiber optic 10 Gbps internet connection. The service must be uninterrupted for the duration of the contract. IP Addressing: Provide at least three (3) publicly routable static IP addresses. Network Isolation: The commercial circuit must be completely physically and logically separated from the AFNet. Installation Standards: All work must comply with recognized industry practices, equipment manufacturer instructions, and standard military facility telecommunications criteria (including applicable UFC and ETL standards for interior cabling and electrical systems). Personnel & Security: All contractor personnel performing on-site work must be U.S. citizens. Personnel will be escorted by government staff at all times while in the secure facility. Normal working hours are 0700 to 1600 Monday through Friday. Implementation Timeline: The circuit must be fully installed, tested, and operational no later than fifteen (15) days after contract award. Period of Performance (PoP): One (1) Base Year plus four (4) Option Years. Maintenance: The Contractor shall be responsible for all maintenance and outage management for the commercial ISP circuit.

4.0 CONTROLLED DISTRIBUTION OF THE STATEMENT OF WORK (SOW)

The full Statement of Work (SOW) for this requirement contains Controlled Unclassified Information (CUI) regarding specific facility locations and mission support details. It is not available for public download.

Interested vendors must request the SOW directly from the Contracting Officer via email. To receive the SOW, vendors must provide their CAGE code and Company Name. Once verified, the Government will provide the full SOW via secure transmission (e.g., DoD SAFE).

5.0 REQUESTED CAPABILITY INFORMATION

Interested parties are requested to submit a Capability Statement demonstrating their ability to meet the technical requirements outlined in Section 3.0. Responses should be concise and include:

A. Company Information:

Company Name, Address, and Point of Contact (Name, Title, Phone, Email). CAGE Code and Unique Entity Identifier (UEI). Identified Small Business Status under NAICS 517111 (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB).

B. Past Performance & Experience:

Provide a description of similar services offered to the Government and to commercial customers for the past three (3) years.

C. Teaming Arrangements (If Applicable):

Provide details of any anticipated teaming arrangements. Delineation of Work: Any responses involving teaming agreements should clearly delineate between the work that will be accomplished by the prime contractor and the work accomplished by the teaming partners.

D. Technical Capability:

A brief description of your company’s capability to provide a dedicated 10 Gbps fiber optic circuit to Hill AFB, UT. Confirmation of the ability to provide the required three (3) static IP addresses. Confirmation of your ability to meet the 15-day operational installation timeline. Indicate whether your services are available on existing Government Wide Acquisition Contracts (GWACs), GSA Schedules, or other enterprise contract vehicles. If so, please provide the contract number(s).
