The City of Joplin, Missouri, through its Planning, Zoning and Neighborhood Services Department, is seeking proposals for the HOME-ARP Program to address homelessness and housing instability for qualifying populations. - Government Buyer: - City of Joplin Planning, Zoning and Neighborhood Services Department, on behalf of the Joplin HOME Consortium - Funding and Scope: - Total funding available: $1,480,000 - $1,303,476.75 for rental housing construction and operating cost assistance - $173,796.90 for supportive services - Products/Services Requested: - Construction of new rental housing units or acquisition with rehabilitation/reconstruction - Eligible activities include site improvements, utility connections, related soft costs, and refinancing (where permitted) - Minimum 70% of assisted units must serve qualifying populations; up to 30% may serve low-income households - Operating cost assistance for HOME-ARP units, including capitalized reserves and rent coverage for tenants with zero income at move-in - Assistance not available after the end of the funding period - Supportive services to promote tenancy and stability for qualifying populations - Services include housing navigation, case management, benefits connections, child care, education, job training, food, legal services, life skills, mental health, substance abuse treatment, transportation, mediation, credit repair, landlord/tenant liaison, and financial assistance (e.g., rental application fees, security deposits, utility deposits, rental arrears, short- and medium-term rental assistance) - Unique or Notable Requirements: - Projects must comply with HUD HOME-ARP requirements and the Consortium’s Allocation Plan - 15-year compliance (affordability) period for assisted units - Submission of a 20-year operating pro forma - Demonstration of site control and NEPA compliance - Coordinated entry referral plan required - Projects must be completed within 4 years of commitment - No specific OEMs or commercial vendors are named, as this is a programmatic solicitation for development and service provision

Description

The Joplin HOME Consortium is soliciting proposals for HOME-ARP funded rental housing construction and associated supportive services aimed at reducing homelessness and increasing housing stability for Qualifying Populations (QP). Projects must comply with HUD HOME-ARP requirements and the Consortium's approved HOME-ARP Allocation Plan. Funding is available for rental housing construction, operating cost assistance, and supportive services. Eligible applicants include non-profits and for-profit developers, with a maximum developer fee of 10% of total project cost. Proposals must be submitted by August 28, 2026, to the Planning, Zoning and Neighborhood Services Department at Joplin City Hall.
