This opportunity is for licensed engineering support to establish and maintain a compliant Boiler Safety Program for the VA Northern Indiana Health Care System (VANIHCS), covering both Fort Wayne and Marion campuses. - Government Buyer: - Department of Veterans Affairs, Network Contracting Office (NCO) 10, Fort Wayne VA Medical Center - Scope of Work: - Provide boiler safety device testing, program documentation, and staff training - Develop and update Standard Operating Procedures (SOPs), training plans, and policy documents - Ensure compliance with VHA Directive 1810 and the VHA Boiler and Associated Plant Safety Device Testing Manual - Perform site visits and hands-on testing of safety devices (e.g., water level controls, pressure switches, combustion safety devices) - Period of Performance: - Base year of 12 months, with four additional 12-month option years (total potential duration: 5 years) - Safety device testing required at least every 6 months - Notable Requirements: - Contractor must supply all equipment, supplies, management, and transportation - All work must be performed by licensed, experienced engineers - Adherence to all applicable laws, regulations, and VA directives - OEMs and Vendors: - No specific OEMs or product brands are named in the solicitation - Products/Services Requested: - Engineering services for boiler safety device testing, program development, and training - No specific hardware or software products are listed - Unique Aspects: - Emphasis on compliance with VA safety directives and regular documentation updates - Multi-year contract structure with recurring testing and document review

Description

Contractor shall provide licensed, experienced engineering support to perform safety device testing, document development and training support to establish a compliant Boiler Safety Program in accordance with Veterans Health Administration (VHA) Directive 1810 – Boiler and Boiler Plan Operations. The contractor shall provide all equipment, supplies, management, support and transportation necessary to assure that all services are in accordance with the contract and all applicable laws and regulations. The contractor shall ensure all work meets performance standards specified in the SOW and referenced documents.

This requirement is for the NIHCS Fort Wayne AND Marion campus, there will be a site visit for each site.
