Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation.
Solicitation number FA875126Q0909 is issued as a Request for Proposal (RFP).
This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul/far-part-deviation-guide.
The provision at 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (FEB 2026), applies to this acquisition.
Addenda to the following paragraphs of 52.212-1 are:
(a) Written quotes are due at or before 1:00 PM, (Eastern Time) 13 August 2026. Submit via email to: larry.barto.1@us.af.mil. Please submit pricing using Attachment 4, Bid Schedule. Facsimile and hard copies by mail will not be considered. Due to the possibility of network connectivity issues, it is the offeror's responsibility to confirm the Government's receipt of their offer prior to the closing of the solicitation. (b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. (c) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
Offers that fail to furnish required representations, information, or reject the terms and conditions of the solicitation may be excluded from consideration.
Provide offerors' Unique Identifier (UID) for the Cybersecurity Maturity Model Certification (CMMC) Level identified in the provision at DFARS 252.204-7025 within this solicitation.
The provision at FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services (FEB 2026) applies. In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers:
(i) Past Performance (ii) Price
Past Performance is significantly more important than price when being evaluated. The Government reserves the right to pay a higher price for higher performance confidence based on past performance. If the lowest priced offeror’s past performance assessment receives an acceptable evaluation, that offer represents the best value to the Government, and evaluation will stop there since no offers having the highest rating could have a lower price. Otherwise, the next lowest priced offeror will be evaluated, and the process will continue, in order of price, until an offeror is found to provide strong performance confidence. At that point, an integrated assessment of best value will be made amongst the lower-priced offerors using price and past performance as factors, with past performance being significantly more important than price.
For the past performance factor, the Government will use information submitted by the offeror and other sources, such as other Federal and Governmental agencies, commercial sources, and Contractor Performance Assessment Reporting System (CPARS). The purpose of the past performance evaluation is to assess the offeror’s ability to perform the effort described in this solicitation based on demonstrated present and past performance.
Submit past performance information including recent and relevant contracts demonstrating the ability of the offeror and/or subcontractor to perform the proposed effort. Provide information for no more than five (5) relevant contracts performed for Government agencies or commercial customers within the last three (3) years. To the maximum extent practicable, identify contracts for properties not owned or operated by your firm or key personnel, including intended subcontractors.
Referenced past performance information should include contract numbers, points of contact with telephone numbers, and a narrative explaining the contract’s relevancy to the solicitation. Serviceable square footage is a key consideration in determining relevancy.
SITE VISIT
A site visit has been tentatively scheduled for Tuesday, 21 July 2026 at 9 am EST. Offerors wishing to attend must create a DBIDS Pre-Enrollment Request on https://dbids-global-enroll.dmdc.mil and email the QR confirmation code to larry.barto.1@us.af.mil at least 48 hours prior to the scheduled site visit. Participants will report to the Visitor Control Center (VCC) AFRL/Information Directorate, 304 Brooks Rd, Rome, NY 13441 for badging. THIS SHOULD BE DONE THE DAY PRIOR OR EARLY ENOUGH TO BE AT STOCKBRIDGE BY 9 AM. Be sure to bring your Real ID compliant driver’s license and QR code confirmation page with you to present to the VCC representative. (In compliance with the REAL ID Act of 2005 and DoDM 5200.08V3_DAFMAN 31-101V3_DAFGM 2024-01, Installation Perimeter Access Control, effective 7 May 2025, all entrants to a Department of Air Force installation will be required to present REAL ID-compliant identification). SECURITY REQUIREMENTS:
The work to be done on this project is located in and around areas under the scrutiny of the Department of Defense Police assigned to the RRS. To gain access to the areas for job estimation purposes, all contractor personnel must complete a Visit Request via the AFRL/RF Visitor Control Center (VCC) link. Once complete, visitors will email the QR code and 6-digit code to their sponsor. The sponsor will validate the need for the visit, verify the identity of the visitor, and send the completed DBIDS Pre-Enrollment Request QR Code confirmation to the Visitor Center via digitally signed email at afrl.riodsp.vcc@us.af.mil with details including visitor names, QR code, six-digit code, date and length of visit, and whether facility access is needed.
All facilities are entered using a proximity entry badge (DBIDS card). Personnel needing building access during the contract period must have their DBIDS card encoded from the Security Office in Building 3, West Wing, with a valid visit request. Unescorted access is only granted to individuals with a favorable HSPD-12 verification. Badges must be worn at all times and returned upon completion of work. Lost badges must be reported immediately. Access to AFRL/RI is controlled by the VCC on Brooks Rd. Identification for vehicle entry will be supported by the Visit Request and issued DBIDS card.
All personnel should be aware that AFRL/RF is Property of the United States Air Force. All personnel will follow posted signage. AFRL/RF Police will notify personnel of emergencies requiring evacuation or work stoppage, such as increased Force Protection Conditions.

OMBUDSMAN
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

HEALTH AND SAFETY ON GOVERNMENT INSTALLATIONS
In performing work under this contract on a Government installation, the contractor shall:
Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes. The contracting officer may, by written order, direct Department of the Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract. Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.

CONTRACTOR ACCESS TO DEPARTMENT OF THE AIR FORCE INSTALLATIONS.
The contractor shall obtain base or installation identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base or installation. The letter will also specify the individual(s) authorized to sign for a request for base or installation identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces/Police for processing. When reporting to the registration/security police office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, valid vehicle insurance certificate, and if you do not have a Real ID, you’ll need a passport or other Government issued documentation to obtain a vehicle pass.
During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
Upon completion or termination of the contract or expiration of the identification passes/badges, the prime contractor shall ensure that all base or installation identification passes issued to employees and subcontractor employees are returned to the issuing office.
The contractor shall provide an after-hours contact number or after-hours email in the Emergency Mass Notification System (EMNS) for each of their personnel, whose normal place of duty is on a DoD installation or within a DoD facility. The contractor shall comply with any additional requirements in DAFMAN 10-206 for emergency operational reporting. Foreign Nationals may participate and may remove themselves from the Emergency Mass Notification System at any time. To update information, personnel can access the globe icon on their system desktop screens and choose the “Access Self-Service” option.
Failure to comply with these requirements may result in withholding of final payment.

CONTRACTOR IDENTIFICATION
(a) Contractor personnel and their subcontractors must identify themselves as Contractors or subcontractors during meetings, telephone conversations, in electronic messages, or correspondence related to this contract.
(b) Contractor-occupied facilities (on AFMC or other Government installations) such as offices, separate rooms, or cubicles must be clearly identified with Contractor supplied signs, name plates, or other identification, showing that these are work areas for Contractor or subcontractor personnel.
All responsible organizations may submit a proposal, which shall be considered.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
