This is the U.S. Embassy Riga Pre-Solicitation Notice only. Contractors are required to read the requirements below. No responses are requested by this notice. The U.S. Embassy Riga issues this notice with the intent of giving an opportunity to all interested parties to appropriately prepare for the anticipated Request for quotes (RFQ).

This is not a request for proposal; this is for pre-solicitation/informational purposes only. No award will be made based on responses received to this notice.

The U.S. Embassy in Riga, Latvia requires the installation of roof railing systems across six buildings on the embassy compound. The existing rooftops lack adequate fall protection, posing an immediate risk to the safety and health of Facilities Management staff and contractors who access these areas for routine maintenance and operations.

Riga's active maintenance environment and the embassy's responsibility to protect its workforce make reliable, code-compliant fall protection essential. 

To ensure rapid installation, ongoing maintenance, and ready access to materials and skilled labor, it is necessary to procure locally. U.S.-based fabricators are not positioned to service installations in Latvia, and sourcing materials or technical support from the United States would result in unacceptable delays and increased costs. Local procurement will ensure the embassy can complete the work within the required timeframe and minimize future operational disruptions.

Immediate installation of modern, safety-compliant, locally fabricated railing systems is necessary to restore safe working conditions, prevent further risk to personnel, and ensure the embassy can fulfill its responsibilities to staff and mission partners.
