Description

Mission and Installation Contracting Command (MICC) Fort Bliss is issuing an Invitation for Bid (IFB) firm fixed price construction contract to repair, re-construct and maintain the installation paving infrastructure at Fort Bliss, Texas and surrounding areas to include Fort Bliss training areas in Doña Ana and Otero counties of New Mexico.

IAW FAR 19.805-1(a), the Paving requirement is an 8(a) Competitive acquisition set-aside for 8(a) certified firms whose business plans are being serviced by the Small Business Administration (SBA) El Paso District Office or SBA New Mexico District Office operating under the NAICS code 237310. The Indefinite Delivery/Indefinite Quantity (IDIQ) ordering period will consist of a twelve (12) month Base Year and four (4) twelve (12) month option periods. The Government reserves the right to unilaterally exercise each option period.

This Single Award IDIQ contract shall encompass a wide variety of individual construction task orders. During the contract ordering period, individual task orders will be issued to the contractor for specified project(s). Period of Performance (PoP) will be specified in each individual task order. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies, and transportation necessary to complete the scope of work. Except as provided elsewhere in the contract, all work shall comply with applicable State, Local, and Federal laws and regulations, industry, and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms, and conditions.

All work under this contract will be performed within the confines of the Fort Bliss military installation at Fort Bliss, TX and surrounding areas to include New Mexico.

Wage Determinations for this requirement are NM20260035, NM20260036, and TX20260293

A bid guarantee is required (see clause at FAR 52.228-1). All bid bonds must be originals; photocopies will not be accepted. Performance and payment bonds are required (see clause at FAR 52.228-15 DEV). The bid Guarantee shall be at least 20% of the bid price or $3,000,000 whichever is less. Performance and payment bonds must equal 100% of the original contract price

This is a 100% 8(a) competitive set-aside under NAICS 237310 Highway, Street and Bridge Construction with a small business size standard of $45,000,000.00

The estimated magnitude for this requirement is more than $10,000,000.00 Applicable New Mexico Gross Receipts Tax will apply.

The awardee of this contract will be required to provide a Superintendent at all times work is being performed on the project (see clause at FAR 52.236-6). The Superintendent is a key position. This position SHALL NOT be subcontracted and must work directly for the prime contractor.

Tentative Dates: The Invitation for Bid (IFB) Solicitation will be posted by on or about July 31, 2026. The Expected Suspense date for Requests for Information is August 14, 2026 Bid Opening date: on or about September 1, 2026, the Solicitation will have details about the Bid Due Date and the Bid Opening Dates.
