The Department of the Navy, Military Sealift Command (MSC), is soliciting commercial ocean transportation services for a dry cargo voyage charter under the DRYVOY 2026 (02-26) program. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC) - Services Requested: - Dry cargo voyage charter (spot charter) for February 2026 - Freight Rate, Demurrage, and Detention as pricing line items (CLINs to be determined at award) - Vessel and Service Requirements: - U.S. flag, self-sustaining Lift-On/Lift-Off (LO/LO) vessel with minimum 101 TEU capacity - Vessel must be capable of handling HAZMAT/IMDG Class 1 cargo and comply with all regulatory compatibility and segregation requirements - INMARSAT-C with GPS for in-transit visibility and position reports every 6 hours - Lashing points and patent chain/binder lashings required - Ability to embark up to 12 armed force protection personnel if needed - Spain–Gibraltar next-port-call prohibition - Vessel inspection and acceptance rights reserved by MSC - Route and Ports: - Loading at Naval Magazine Indian Island, Washington - Discharge at Yokosuka Naval Station, Japan, and Apra Harbor, Guam - No specific OEMs or vessel operators are named in the solicitation - Full and open competition; no set-aside restrictions
