This opportunity is for HVAC Motorized Valve and Dedicated Outdoor Air System (DOAS) repairs at the USCG SMTC Barracks in Chesapeake, Virginia. - Government Buyer: - U.S. Coast Guard, Base Portsmouth, SMTC Barracks - Scope of Work: - Provide all labor, materials, and equipment for HVAC repairs - Replace 13 failed chilled water valves (with actuators and valve bodies) in specified rooms - Replace 13 failed hot water valves (with actuators and valve bodies) in specified rooms - Replace 1 failed chilled water valve on the building's DOAS unit - Troubleshoot and repair thermostat controls in the Training Room (AHU-2) - Install 1H/1C thermostats with integrated 3-speed automatic fan control in all rooms - Replace restricted or inaccessible balancing valves as needed - Conduct chiller and boiler water testing, provide a water treatment plan, and perform system flush if required - Notable Requirements: - Contractor must comply with UFC, OSHA, and EPA standards - Detailed service reports required - Work must be completed within 45 working days after award, during standard business hours (with after-hours work requiring approval) - Site visits are encouraged for accurate field verification - No specific OEMs, vendors, or part numbers are specified in the solicitation or attachments

Description

The work consists of providing all labor, materials, and equipment, as required, to complete all work as described in the provided Statement of Work (SOW). This procurement is 100% set-aside for Small Businesses using NAICS code of 333415 Plumbing, Heating, and Air-Conditioning Contractors and a small business size standard of 1250 employees. The Government contemplates award of a Firm-Fixed Price order resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by 5:00 PM Eastern Time on 07/16/2026 via email to frank.r.burton@uscg.mil and keven.d.weaver@uscg.mil.  Quotes shall be submitted via the SF-18. Questions about this solicitation must be submitted in writing to the Contracting Officer and Contract Specialist at the email addresses listed above no oral questions will be accepted.
