Description
This is a solicitation for commercial products or commercial services prepared in accordance with the format in part 12 - Acquisition of Commercial Products and Commercial Services as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation document and incorporated provisions and clauses are those in effect through the Revolutionary FAR Overhaul (RFO), supplemented by Department of Commerce Acquisition Policy.
This solicitation is issued as a Request for Quotation (RFQ). The solicitation number is 1333ND26QNB640317.
This procurement is being issued as a 100% small business set-aside.
The associated North American Industry Classification System (NAICS) code for this procurement is 325414 – Biological Product (except Diagnostic) Manufacturing with a small business size standard of 1,250 employees. The PSC Code is 6640: Laboratory Equipment and Supplies.
Background
The National Institute of Standards and Technology (NIST) has provided various batches of Standard Reference Material (SRM) 1951 Lipids in Frozen Human Serum since 1988. This material supports the accuracy and traceability of lipid measurements of in vitro diagnostics manufacturers, reference laboratories, clinical laboratories, and research laboratories in the United States and globally.
The Contractor shall produce 6,000 vials of each of the two serum materials at the concentrations specified below, with each vial containing (1.1 ± 0.1) mL of serum. The Contractor shall acquire a minimum of 12 L of serum pooled according to the CLSI C37 A Guideline. All cholesterol levels must be native and not achieved through dilution or fortification of any of the serum samples. The serum shall be aliquoted into vials, specified in Section III, that are capable of withstanding long-term storage (5 to 10 years) at -80 °C.
It is anticipated that a Firm-Fixed Price type Purchase Order will be issued as a result of this solicitation.

Questions must be received by or before July 16, 2026 at 11:00 AM ET. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.
ELECTRONIC SUBMISSION
Quotes must be submitted and received via email to Billy Wong at Hingpan.wong@nist.gov by 11:00 AM ET, July 30, 2026 in order to be considered. Failure to submit a complete quote prior to the solicitation closing date and time may render the quote late and unacceptable. To be considered for award, the Quoter must be an “active” registrant in the U.S. System for Award Management (SAM) at time of solicitation close.
