NATO Support and Procurement Agency (NSPA), through its LW - AWACS office, is seeking proposals for a modern Level D Full Flight Simulator (FFS) for NE-3A aircraft. - Government Buyer: - NATO Support and Procurement Agency (NSPA), LW - AWACS office - Products/Services Requested: - Provision of a modular, modern Level D Full Flight Simulator for NE-3A aircraft - Simulator must be located within 50 km of the E-3A Main Operating Base in Germany - Must meet or exceed legacy FFS capabilities, including advanced avionics, communication, navigation, surveillance, and air traffic management systems - Compliance with EASA CS-FSTD(A) standards required - Must be modular and reconfigurable for future aircraft types - Contractor to provide validation data and qualification test guides - Integrated logistic support, training, and documentation included - Two-year maintenance plan for the simulator at the hosted facility - Facility (including working rooms) to be rented by NATO - Unique/Notable Requirements: - Simulator must be ready for training and meet stringent technical and safety standards - Solution must be future-proofed for reconfiguration to other aircraft types - Referenced standards and documents include EASA, ICAO, Boeing, and RTCA - OEMs and Vendors: - No specific OEMs or vendors named in the solicitation - Referenced standards bodies and manufacturers: EASA, ICAO, Boeing, RTCA

Description

This solicitation is for the provision of a modern, modular Level D Full Flight Simulator (FFS) for the NE-3A aircraft, to be used by NATO for training flight crews including pilots, co-pilots, and flight engineers. The simulator must be located within Germany, near the E-3A Main Operating Base, and meet or exceed the capabilities of the legacy FFS. The contractor is required to provide validation data and qualification test guides in accordance with EASA standards. Additional services include a proposed two-year maintenance plan and the facility housing the simulator will be rented by NATO.
