This opportunity is for certified incineration and destruction services of seized narcotics and contraband for U.S. Customs and Border Protection (CBP) in Southern California. - Government Buyer: - U.S. Customs and Border Protection (CBP), Fines, Penalties and Forfeitures (FP&F), Seized Property Office - San Diego Field Office (SDFO) and Los Angeles Field Offices (LAFO) - Services Requested: - Certified incineration of seized narcotics, contraband, packaging, and personal effects - Incineration must occur at licensed facilities near San Diego and Los Angeles - Minimum incineration temperature: 1800°F - Minimum facility capacity: 6,000 lbs/hour - Contractor must provide safety orientations, emergency response plans, and personal protective equipment (PPE) - Contractor responsible for disposal of ashes and residual waste in compliance with all laws - CBP will transport materials and provide security; contractor must allow CBP personnel access to observe the incineration process - Contractor must provide weight certificates for each destruction event - Unique/Notable Requirements: - Facilities must be licensed and capable of high-capacity, high-temperature incineration - Compliance with all federal, state, and local hazardous waste regulations - Emergency plans and safety protocols are mandatory - Small business utilization is encouraged - No specific OEMs or product manufacturers are named; only service providers with certified incineration capabilities are eligible - Contract Structure: - Five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract - Maximum contract value: $1.3 million; minimum guarantee: $1,000

This is a combined synopsis / solicitation for commercial services prepared in accordance with the format in FAR RFO Part 12 and supplemented with additional information included in this notice.  This announcement constitutes the only solicitation:  QUOTES ARE BEING REQUESTED.

This solicitation number is 70B03C26Q00000171.  This solicitation is issued as a Request for Quotes (RFQ).

The acquisition is unrestricted.  The applicable North American Industry Classification System (NAICS) code is 562211 – Hazardous Waste Treatment and Disposal.

The Government intends to award a firm-fixed-price contract for narcotics destruction services.  The anticipated contract will be issued for a five (5) year, single award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
