Description

The New York State Department of Health intends to contract with Fidelity Information Services LLC for WIC Electronic Benefit Transfer Services for the term 11/13/2024-9/12/2030. A competitive procurement was not feasible because NYS WIC and FIS completed a successful conversion to FIS's EBT system in September 2025, establishing FIS as NYS WIC's EBT provider. This amendment will enable WIC participants to use food benefits for eligible items ordered online, a capability that must be implemented by the incumbent EBT provider.
