CGR Physical Security Upgrade

U.S. Embassy Jerusalem, Israel

The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price construction contract in the fourth quarter of Fiscal Year 2026.

The offeror shall provide construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe.

The U.S. Embassy Jerusalem  has a requirement for physical security upgrade services at the CGR building in Jerusalem, a historically significant property on OBO's List of Significant Property. Work must comply with the Secretary of the Interior's Standards for Historic Preservation, IEBC, 2021 OBO Design Standards, DS FE/BR guidelines, and IBC 2018.

The scope includes but is not limited to:

Construction of a 60-minute FE/BR-rated safe haven with integrated utilities Replacement of doors/grilles with 15-minute FE/BR-rated alternatives Installation of Shatter Resistant Window Film (SRWF) and FE-rated window grilles Wall reinforcement to FE/BR standards Historic preservation measures for masonry, plaster, and stone floor elements, subject to OBO Office of Cultural Heritage review

Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Wencke Jacobsen at JacobsenW@state.gov  no later than July 30, 2026, using the solicitation number 19GE5026Q0114  in the subject line.

The solicitation package/documents shall not be placed on SAM.gov as the documents contain SBU information.  Only companies submitting a letter of interest and complete “Application for Solicitation Document” check list attached hereto may receive a copy of the solicitation package/documents when available.

The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist. All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected.

Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Israel.    

A site visit and shall be tentatively scheduled for August 2026, precise date will be provided to interested offerors with the solicitation package.
